| Challenge |
To transform the structure of the economy from dependence on agriculture to industry and services in line with Ethiopia's long-term development strategy, known as Agricultural-Development-Led-Industrialization (ADLI).
| Objectives |
The Integrated Programme aims to support the Government's private sector development and investment promotion efforts and its strategy to build capacity in agro-industries and develop micro, small- and medium-scale enterprises (MSMEs). It is also focused on the introduction of quality management, standardization and certification for industrial competitiveness, investment and technology promotion, cleaner production practices industrial energy efficiency and renewable energy development. Capacity-building activities are planned to strengthen capabilities at the Ministry of Trade and Industry and associated institutions.

COMPONENT IA: AGRO-INDUSTRIES: LEATHER SECTOR
This Component provides for three distinct and autonomous interventions: (i) capacity-building support to create the Leather and Leather Products Technology Institute (LLPTI; (ii) assistance to selected tanneries to establish or upgrade effluent treatment plants, including an information seminar on pollution control and cleaner technologies and (iii) support to selected producers of leather products to access international markets and develop partnerships (Current Planning Figure: US id="ucfLayout02" onload="try { OnBodyLoad(); } catch(e) { };",467,290).
COMPONENT IB: AGRO-INDUSTRIES: FOOD SECTOR
The objectives of Component IB are twofold: economic - to increase competitiveness and social - to reduce poverty through improved food security, women's working conditions and address related health issues. Assistance is to be provided at different vertical levels of the food sector: post harvest operations with the objective of improved food security and increased production (Current Planning Figure: US id="ucfLayout02" onload="try { OnBodyLoad(); } catch(e) { };",556,100).
COMPONENT IC: AGRO-INDUSTRIES: AGRICULTURAL MACHINERY & TOOLS
Focused on the problems of agricultural machinery, this Component is intended to address areas such as policy issues, service and research institutions, education, blacksmith training and manufacturing capacity. Measures undertaken also include the implementation of a policy and programme for a National Rural Technology Centre and capacity-building in the Regional Rural Technology Promotion and Development Centres (Current Planning Figure: US6,000).
COMPONENT II: PROMOTION AND DEVELOPMENT OF MSMEs
Based on a Government strategy for SME development, this Component involves capacity-building measures in SME support institutions, entrepreneurship development programmes (including women entrepreneurship), assistance with SME networking and in the creation of an information network grouping key institutions providing services to the private sector (Current Planning Figure: US5,000).
COMPONENT III: QUALITY, STANDARDIZATION AND CERTIFICATION FOR INDUSTRIAL COMPETITIVENESS
Activities are focused on capacity-building in the Quality and Standards Authority of Ethiopia in the areas of standards preparation, metrology and testing facilities for the leather and textile sectors and enhancing the competitiveness of 20 pilot enterprises in these sectors. COMPONENT IV: INVESTMENT AND TECHNOLOGY PROMOTION
This Component comprehensively addresses key investment and technology-related problems by strengthening the capacity of the Ethiopian Investment Authority, the regional investment bureaux and related organizations and promoting industrial zones. A review of and legal and regulatory frameworks for private financing also forms part of this Component and an investment promotion campaign with 25 selected projects (Current Planning Figure: US4,000).
COMPONENT VA: CLEANER PRODUCTION
The scope of this Component extends from cleaner production in industry and policy and institution framework issues to municipal waste management. Capacity-building measures are planned in the areas of industrial environmental policy formulation, development and implementation of an integrated waste management programme, improved resource management and energy conservation in industry. A national cleaner production center has been established and professional staff and methodologies are in place. (Current Planning Figure: US,410,000).
COMPONENT VB: INDUSTRIAL ENERGY EFFICIENCY AND RENEWABLE ENERGY DEVELOPMENT
The Component is designed to pursue two objectives: energy conservation in industry and renewable energy. Capacity-building measures are directed at the Basic Metals and Engineering Industries Agency (BMEIA) and supported by the creation of an Energy Conservation Date Bank (Current Planning Figure: US7,000).
COMPONENT VI: STRENGTHENING THE MINISTRY OF TRADE AND INDUSTRY AND RELATED INSTITUTIONS
In two sub-components, training and other activities are being geared towards upgrading the Ministry of Trade and Industry with the capabilities and capacity for policy and competitiveness analysis and address information technology capacity problems in the Ministry and other key institutions (Current Planning Figure: US4,290).
