In 1998, UNIDO followed additional recommendations from its Member States and changed its operational modalities from a portfolio of individual projects to integrated packages of mutually supportive service modules designed to help overcome the critical industrial development problems of a country at the national level or those of a particular geographic area within a country (i.e. “Integrated Programmes”).

Integrated programmes are complex undertakings that require careful preparation; furthermore, UNIDO ensures that its programming efforts are coordinated with those of the United Nations system - e.g. the Common Country Assessment (CCA) and United Nations Development Assistance Framework (UNDAF), development finance institutions, bilateral and multilateral donors and international non-governmental organizations (NGOs).
