The study tour was organized by UNIDO in cooperation with the Austrian Energy Agency and the Ministry of Industry and Energy of the Republic of Azerbaijan and was held on 9-13 October 2006.
The objective of the study tour was to support the Ministry of Industry and Energy of Azerbaijan in acquiring the necessary knowledge, information and contacts for future business partnerships that were necessary for achieving national goals and targets for deployment of RES technologies.
The study tour provided a comprehensive overview for the Ministry of Industry and Energy decision- makers of the legal, regulatory and administrative aspects, which needed to be taken into consideration for large-scale renewable energy application. Technical and, to the extent possible, commercial aspects were discussed for potential technology transfer for local production of energy systems. During the study tour assistance was be provided in identification and introduction of suitable technologies for the application of RES in the Republic of Azerbaijan.
The MIE officials participating in the study tour had meetings with UNIDO staff and with Austrian representatives from relevant ministries, with RES technology providers and equipment manufacturers, power plant owners/operators and lobbying groups. Discussions were arranged to address the tasks and structure of a national Energy Agency, European and national legislation, “feed-in” based support schemes for renewable energy application, and the role of the national regulators in setting tariffs for renewable energy. Different power plants (hydropower, biomass/biogas, wind and solar energy, district heating – small and large plants, including waste incineration plants, and a bio diesel production plant) were visited. In addition, the potentials for bilateral/international cooperation in setting up the domestic production of related equipment were examined.
