The United Nations Climate Change Conference in Poznań, Poland http://www.unido.org/index.php?id=6519&tx_ttnews%5Btt_news%5D=311&tx_ttnews%5BbackPid%5D=6&cHash=385ffe9c71 UNIDO organizes two UN-Energy side events From 1-12 December, 2008, the 14th Conference of the Parties (COP14) to the United Nations Framework Convention on Climate Change (UNFCCC), also serving as the 4th Meeting of the Parties to the Kyoto Protocol (MOP4), took place in Poznań, Poland. On this occasion, two UN-Energy side events were organized by the United Nations Industrial Development Organization (UNIDO).

The first side event on 6 December, 2008 (“Technology Transfer, the IP System and Climate Change: Challenges and Options”), focused on the advantages and disadvantages of the Intellectual Property (IP) system in relation to climate change. The second UNIDO-side event on 10 December, 2008 (“Energy Efficiency in the Post-2012 Framework: Key Issues and Challenges”) concentrated on the critical role that energy efficiency can play in addressing environmental, economic and energy security.

In the course of the event "Acting on Climate Change: The UN Delivering as One" on 11 December, 2008, Secretary-General of the United Nations, Ban Ki-moon, called for bold and decisive action by all countries and UN agencies on the issue of climate change. Within this context, Dr. Kandeh K. Yumkella, Director-General of the United Nations Industrial Development Organization (UNIDO), stressed that the UN plays a catalytic role in establishing market mechanisms, building capacity to access these markets, and facilitating technology transfer.

The conference was organised by the UNFCCC Secretariat and was hosted by the Government of the Republic of Poland, Ministry of the Environment, being the coordinating agency for preparation to the Conference (www.cop14.gov.pl).

This project aims at assisting the total food chain in the CEE to reach international quality and safety standards, and in turn, to enhance European competitiveness as a whole by developing an industry, which is synonymous with safety, diversity, sophistication and products of high quality. In this context the exercise will identify specific needs and to develop a number of common actions to strengthen the food industry of the countries involved in the project.

The conference will present the main results of the project such as the Socio-economic Scenarios, Key Technologies, The Future Visions, the Road Map and the Policy Recommendations.

The objective of the conference is, on the basis of the project findings and recommendations, to stimulate dialogue among the stakeholders in the food industry to launch measures towards guaranteeing healthy and safe food for the future in the CEE.

Announcement: Global Forum on Renewable Energies and Energy Efficiency in Mexico http://www.unido.org/index.php?id=6519&tx_ttnews%5Btt_news%5D=308&tx_ttnews%5BbackPid%5D=6&cHash=f9fff35b1b Mexican Global Forum, Mexico City, 2009The Government of Mexico has recently confirmed its commitment to host the forthcoming Global Forum on Renewable Energies and Energy Efficiency, which will eventually be held in the last quarter of 2009 in the Mexican capital.

This initiative is part of the commitment of the Mexican Government towards promoting energy efficiency and the development of renewable and clean sources of energy. During the last years, Mexico has launched new programmes to encourage energy-saving consumer practices and has implemented policies to diversify the country’s energy matrix. The country is currently also announcing new frameworks for the development of solar power and wind power, as well as micro-hydro and biofuels energies.

Mexico’s cooperation initiatives with other Latin American countries reflect the dedication of the country to promote sustainable development. Within this context, Mexico and UNIDO are jointly implementing a number of programmes to increase cleaner production practices and mitigate the emission of greenhouse gases.

The organization of the Global Forum 2009 demonstrates the continuation of UNIDO's energy activities in the LAC region initiated in 2006 with the Iberoamerican Ministerial Meeting on "Energy Security in the Latin America Region: Renewable Energy as a Viable Alternative". UNIDO's efforts in the region further led to the organization of the Global Forum on Renewable Energy held in Foz do Iguaçu, Brazil, in 2008, which brought together more than 1500 participants from a wide range of backgrounds, including 55 speakers from more than 40 countries.

The 2009 Mexican Global Forum may rely on the participation of ECLAC and OLADE and is expected to turn into a great opportunity for promoting business and investment projects, as well as technical cooperation activities around the world. The Forum is also expected to increase commercial networking and bring  successful experiences on renewable energies and energy efficiency to the international arena, specifically highlighting those energy resources and techniques particularly promoted by Mexico.

LABNET is a web-based portal set up by UNIDO (The United Nations Industrial Development Organization) and WAITRO (The World Association of Industrial and Technological Research Organisations) to support the testing laboratories that certify that commodities and products meet the technical requirements and quality standards of importing countries. The partners of Labnet are: International Laboratory Accreditation Cooperation (ILAC), International Organization for Standardization (ISO), Bureau International des Poids et Mesures (BIPM), EPTIS and COMAR.

Gaining access to such testing has long been a major obstacle for companies in developing countries. Having their products tested by laboratories in other countries is very expensive, while setting up and accrediting national laboratories has required institutional infrastructures and local expertise that many have lacked. UNIDO has been making a significant contribution to the development of such resources in many countries over recent years. Labnet, with all the capabilities of a technologically advanced internet portal, will be a valuable further enhancement of this developmental effort.

Labnet will provide a variety of resources to enable testing laboratories, and the calibration laboratories that certify that their measuring instruments give precise and accurate readings that conform to international standards, to improve their performance and thereby make valuable contributions to the economic growth of their countries.

Labnet will:

  • provide testing and calibration laboratories with expert support on technical, regulatory and quality management issues.
  • promote cooperative efforts to solve common problems faced by these laboratories.
  • provide a multi-sectoral forum to express the viewpoint of laboratories in developing countries on technical issues that directly affect their activities.
  • provide an interface with laboratories and laboratory networks worldwide.
  • facilitate the sharing of experiences in the fields of research and technology management, and in laboratory design, management, development, maintenance and capabilities.
  • provide a forum for issues related to proficiency testing, certified reference materials, traceability, and for trade-related issues.
  • serve as a common platform for sharing information through publications, technical reports, newsletters, seminars, working groups and other forums.



A critical issue for testing labs is gaining accreditation of their competence to conduct tests. Labnet provides information, through its web portal, on the basic, sequential steps to be taken in preparing a laboratory for accreditation.

The Labnet portal has been engineered by Vimta Labs Specialties, Hyderabad, and the launch will take place at their headquarters. ITAIPU Binacional, is the bi-national undertaking set up by Brazil and Paraguay to manage the hydroelectric power plant on the Paraná River, on the border between the two countries. It generates electricity using responsible social and environmental practices, supporting economic and technological development in both countries. Centrais Elétricas Brasileiras S.A., a public company of ITAIPU, conducts studies, implements projects and constructs and operates power plants, transmission lines and electricity distribution networks.

The high-level Brazilian-Paraguayan delegation, will also undertake visits to two biogas plants located in Lower Austria in order to explore the possibility of replicating such plants in the Paraná region.

Yet it is the poor who pay the highest price and suffer most from its consequences.

Today we no longer question the devastating impact of corruption on development: its cost can be measured in undelivered public services, reduced access to food and health care, education and housing.

But corruption also slows down economic growth that is the best chance for lifting poor people out of poverty.

It destroys effective policy-making, discourages investment and raises the cost of doing business. The global economy loses an estimated US$ 1 trillion a year as a result of corruption – a full 3% of the world’s gross domestic product. In these grave times, with remittances and aid flows dropping, this is money that the developing world can ill afford to lose.

Corruption hurts all types of businesses – large and small, multinational and local. But the pain is greatest among small and medium enterprises (SMEs). They are usually the first to suffer from corruption, and the least well equipped to cope. Since SMEs are the engine of growth in developing countries, the effect of corruption on the poor can be particularly onerous.

UNIDO is doing its part to fight corruption by working together with the United Nations Office on Drugs and Crime (UNODC) on a joint initiative, Corruption Prevention to Foster SME Development. Strongly supported by the United Nations Global Compact, this initiative is gathering knowledge on the full extent of the problems faced by small firms, as well as developing and promoting tools to help SMEs cope with corruption in their business environments.

This is our contribution. But we can only hope to defeat corruption by working together to tackle this global evil in all its facets. That is why, on this International Day, I urge all businesses, governments and citizens to remember: your “no” counts.

UNIDO - ISF Workshop in India http://www.unido.org/index.php?id=6519&tx_ttnews%5Btt_news%5D=307&tx_ttnews%5BbackPid%5D=6&cHash=57fc70dbe9 UNIDO trains Chennai Footwear Cluster in Italian Manufacturing Techniques: 5 December 2008In a major initiative to upgrade the Indian leather footwear industry, the United Nations Industrial Development Organization (UNIDO) is cooperating with the leather footwear cluster in Chennai (Tamil Nadu) and the Indian Shoe Federation (ISF) as its partner under UNIDO’s Consolidated Project for SME (small and medium enterprises) Development in India, funded by the Government of Italy. The broad objectives of the three-year project are to enhance the global competitiveness of Indian micro, small and medium footwear enterprises by improving their access to finance and technology; attract larger inflow of investment and technology into the sector; improve skills and managerial efficiency through training and capacity building; and foster business partnerships with India.

Under the innovative “cluster twinning” component of the project aimed at creating institutional and long-term relationships between footwear manufacturers of India and Italy, training programmes were conducted by Italian experts in the factories of the cluster members in Chennai in 2008  in best manufacturing practices, productivity and quality. This training directly benefited production managers of 23 MSMEs of the Chennai footwear cluster located in Ambur, Ranipet, Vellore, Chennai, Pondicherry, Vanyamvadi and Sriperumbudur as well as the local training institutes in the leather sector such as the Central Leather Research Institute (CLRI), Central Footwear Training Institute (CFTI), and Indian Institute of Leather Products (IILP). Training was thereafter organized in Italy in which 14 MSMEs from Chennai participated  along with representatives of 3 training institutes, providing them with a unique learning opportunity in the most advanced clusters in Italy in footwear manufacturing, besides also exposure to Italy’s famous footwear exhibitions – LINEAPPLE and SIMAC 08 in Bologna.

The participants shared their experiences at a workshop on “Best Practices in Footwear Manufacturing – The Italian Experience”, jointly organized by UNIDO and ISF in Chennai on 5 December 2008. Mr. Aqeel Ahmed, President of ISF, addressed the workshop and Mr. Bruno Valanzuolo, Chief Technical Adviser, UNIDO, gave a presentation on the impact of the intervention and the road ahead. As many as 15 representatives from the industry and different institutions, who had undergone training under the project both in Tamil Nadu and Italy, shared their experiences.

The workshop revealed that the initiative had achieved its objectives both at enterprise and institutional level as follows: 1. Giving an opportunity to members of ISF to introspect their own gaps and the need for change as well as to understand the way forward to implement their upgradation programmes; 2. Improved industry-institution linkages; 3. A vision to foster a paradigm shift from their present practices to more competitive ones in order to meet the global challenges; 4. An opportunity to network with their Italian counterparts and explore business linkages for twinning of strengths and weaknesses of both clusters; 5. Capitalizing on the competitive advantages and jointly exploring third world markets; and 6. Adopting sustainable development activities for the larger benefit of ISF members, bearing in mind the need for a medium to long-term implementation time horizons and the important role that ISF has to play to ensure sustainability and ultimate ownership of the current initiatives. This would translate into an 18 months action plan with measurable objectives from ISF to realize the vision of the project on a long-term basis.

The launching of the Industrial Upgrading Programme, Cameroon http://www.unido.org/index.php?id=6519&tx_ttnews%5Btt_news%5D=295&tx_ttnews%5BbackPid%5D=6&cHash=653136992f The Pilot Programme for Industrial Upgrading, Standardization and QualityThe Pilot Programme for Industrial Upgrading, Standardization and Quality in Cameroon, formulated by UNIDO in close cooperation with the Cameroonian authorities and the Delegation of the European Commission in Cameroon, was launched on 11 December 2008 in Yaoundé by the Minister for Industry, H.E. Badel Ndanga Ndinga in the presence of UNIDO’s Deputy Director-General, Yoshiteru URAMOTO, the representative of the European Union, representatives of Cameroon’s private sector associations, as well as enterprise leaders.

Within the context of the Economic Partnership Agreements (EPA), UNIDO has conceived - upon requests of regional economic commissions as well as national authorities - a number of regional and national industrial upgrading and quality promotion programmes. The programmes aim at preparing Africa’s private sector to better respond to the opportunities and challenges that would emanate from such free trade agreements.

As one of the first countries, Cameroon signed an interim partnership agreement with the European Union in December 2007. The country has subsequently embarked on a process of strengthening the capacities of its manufacturing sector and its institutions with a view to achieving a win-win EPA. The pilot industrial upgrading programme for Cameroon forms part of this effort and is thus the first of the aforementioned UNIDO programmes to move into the phase of implementation.     

The wish of the country’s private sector –as expressed by the Federation of Employers (GICAM) and the Chamber of Commerce (CCIMA)—to expand this pilot programme to the entire productive sector was echoed by the Minister of Industry. Mr. Ndanga Ndinga confirmed the government’s intention to expand the programme, upon completion of this pilot phase, to a large-scale national programme that would encompass all areas of activity with high growth potential.

The Pilot Programme for Industrial Upgrading, Standardization and Quality is financed by the European Union for an initial amount of Euro 2.5 million and forms part of the larger Programme of Support and Assistance to the EPA between the European Union and Central African countries (known by its French acronym PASAPE).

Together, these producers have succeeded in creating their first luxury label in Ethiopia - one of the countries most affected by poverty.

A variety of high class department stores around the globe has been among Taytu’s potential customers. The business started five years ago and ever since its establishment, it has enjoyed considerable support from the U.S. Agency for International Development and the United Nations Industrial Development Organization (UNIDO).

Last year, Taytu set up a small store in Addis Ababa where clients can choose from a large selection of handbags and scarves which are displayed on old coffee-grinding tables. Within the context of expanding its business in the future, Taytu intends to strengthen the self sufficiency of small companies through the improvement of its technical know-how and the enhancement of its business skills.

The MOU was signed by Mr. G. K. Moinudeen, Head of TNTDPC, and Mr. Bruno Valanzuolo, Chief Technical Advisor, Consolidated Project for SME Development in India, UNIDO, on 4 December 2008. The MoU will facilitate the expansion of UNIDO’s subcontracting exchange to the larger spectrum of automotive companies in Chennai.

The consolidated project for SME development of UNIDO is a project funded by the Italian Government and covers auto components, leather and footwear sectors. The objective of the project is to build capacity in the associations of the auto component sector in Chennai, Pune and NCR, as well as in the leather and footwear sector in Chennai. This involves the creation of subcontracting exchanges for associations with detailed company information, as well as the promotion of business opportunities, investment and technology.

TNTDPC is a joint initiative of the Government of Tamil Nadu and the Confederation of the Indian Industry (CII) which caters to the needs of various industrial sectors & entrepreneurs by providing technology transfer and sourcing, technology assessment, new productive development, project execution assistance, technical consultancy services, technology information and patent search & intellectual property rights (IPR) services.

In the first stage, UNIDO profiled about 150 automotive companies in Ambattur Industrial Estate (AIEMA) in Chennai by means of a cooperation agreement with MSME-DI. In Pune and in the National Capital Region (in Delhi) another 120 companies have been profiled by UNIDO via a partnership with CII.

UNIDO’s subcontracting exchanges will have the profiles of the auto component companies which will facilitate B2B matchmaking of the associations and the Chamber of Commerce. This comes at a rather critical stage when the industrial world is facing serious challenges and many global organizations are looking at developing countries like India. Activities to be covered by the UNIDO-TNTDPC will involve the expansion of subcontracting and partnership exchange and the promotion of foreign direct investment, as well as industrial cooperation agreements and the fostering of investment and partnerships of selected target market countries towards the Indian small and medium companies.

The Centre focuses its activities on four core scientific programmes:

  • Rational drug design and development
  • Next generation biofuels and bio-based chemicals
  • Geothermal energy
  • Nanotechnologies

A collaboration has already started with Dr. Sibbele Hietkamp, CSIR Materials Science and Manufacturing, in the field of next generation biofuels and value-added bio-based chemicals, and, in parallel, with Dr. Paolo Meoni and Dr. Parkinson, CSIR Biosciences, in the field of drug design and development, particularly focusing on anti-malaria, anti-tuberculosis and anti-HIV.

There is also an interest to develop the collaboration in the field of nano-technologies, especially in nano-drug delivery systems.

Cooperation agreement on metrology http://www.unido.org/index.php?id=6519&tx_ttnews%5Btt_news%5D=290&tx_ttnews%5BbackPid%5D=6&cHash=370a6d3724 New cooperation agreement on metrology to combat technical barriers to trade and spur economic...Vienna, 4 December 2008 – The United Nations Industrial Development Organization (UNIDO), the International Bureau of Weights and Measure (BIPM), and the International Organization of Legal Metrology (OIML) agreed to establish a strategic partnership on metrology. The aim of the partnership is to enhance the impact of industrial development on economic growth and to minimize technical barriers to trade (TBT) which are still a major obstacle to exports from developing countries and countries with economies in transition.

The agreement, which is effective immediately, was signed by UNIDO’s Director-General, Kandeh Yumkella, BIPM Director Andrew J. Wallard, and CIML President Alan Johnston. The new partners agreed to join forces to assist the focus countries integrate more beneficially into the global economy. During the signature event, concrete technical areas of cooperation were discussed. These areas – such as the establishment of training guides to assist developing countries overcome metrology, and legal metrology issues at the laboratory level – will provide the springboard to launch the cooperation.

With this agreement, UNIDO is partnering with two major global players in the field of metrology and legal metrology who are crucial to successfully build capacity in standards and conformity, as well as compliance with sanitary and phytosanitary (SPS) measures. The new agreement will not only reinforce UNIDO’s ability to deliver Trade Capacity Building technical assistance, but also help further UNIDO’s position as a key agency for the implementation of projects related to TBT and SPS issues and standards and conformity capacity building. 

The BIPM – a principal player in the area of scientific metrology – is an intergovernmental organization with the mandate of providing the basis for a single, coherent system of measurements throughout the world, traceable to the International System of Units (SI). The Bureau is a principal player in the area of scientific metrology and conducts measurement-related research. The intergovernmental treaty organization, OIML, promotes the global harmonization of legal metrology legislation and conformity assessment procedures. The Organization has developed a worldwide technical structure that provides its members with metrological guidelines for the development of national and regional requirements concerning the assessment and use of measuring instruments in legal metrology applications. 

UNIDO has significant experience and a large portfolio of ongoing projects in the area of standards, metrology, testing, certification and accreditation. As such, UNIDO is a privileged partner of key international standards and conformity organizations such as the International Standards Organization (ISO), the International Accreditation Forum (IAF) and the International Laboratory Accreditation Cooperation (ILAC).

Yumkella, together with the United Nations System Resident Coordinator for China, Khalid Malik, launched today a joint UNIDO-UNDP programme ‘Industrial Climate Change Compacts – A United Nations-Business Partnership for Sustainability’ at UNIDO headquarters in Vienna. The partnership will ensure that the industrial sector specific capacity of UNIDO will be combined effectively with the broad mandate, experience and outreach of UNDP.

The programme aims to develop a platform where industry and manufacturing companies can be better assisted to actively participate in international efforts to reduce greenhouse gas emissions. Industry is one of the most important sectors to galvanize and mitigate climate change. But it must be supported to adopt low carbon technologies and production methods.

Through this innovative joint programme industrial companies in developing country will be able to meet and exchange experiences and develop joint climate related opportunities. They will also benefit from sectoral support packages which will provide specific greenhouse gas emission mitigation options and methodologies. Ultimately, the programme will promote the creation of climate change mitigation ‘compacts’ or partnership agreements by different industrial companies.

Industry compacts are voluntary corporate initiatives seeking to create more responsible and sustainable business practices. They consist of various stakeholders, such as businesses, nongovernmental organizations, and the public sector. Increasingly, companies are participating in industry compacts and partnerships to address global social and environmental issues.

The UNIDO-UNDP joint programme initially focuses on the People’s Republic of China and the Republic of South Africa. These countries have been selected because they are both the manufacturing hubs of their respective continents and represent developing countries with relatively high emissions of greenhouse gases.

To better enhance its outreach and impact, the programme will be aligned with the UN Global Compact and its ‘Caring for the Climate’ initiative, thus acquiring a multi-agency dimension and becoming a good example of the UN system ‘Delivering as One’ approach.

The Conference which opened in Cairo yesterday, concluded today with a strong emphasis on practical solution sharing and matchmaking.

In the context of the global food crisis, innovation in agribusiness – one of the main drivers of sustainable development- is imperative. The solutions showcased at the Conference are already being successfully implemented and replicated in other developing countries. Of these, fifteen were short-listed for their innovative character and their potential to help developing countries attract agribusiness-related investments. Numerous interactive sessions gave valuable insight on relevant issues such as supply and value chains, market access and linkages, compliance with standards and conformity assessment, technology and value addition, and innovative forms of financing.

Yoshi Uramoto, Deputy Director-General of the United Nations Industrial Development Organization (UNIDO), said: "The conference will also provide opportunities for matchmaking and networking between those participants who are seeking ways to achieve sustainable agribusiness development and those with innovative solutions, as well as those with financing for development assistance and investment."

In addition to parallel sessions and discussions on main agribusiness topics, a matchmaking event was organized by the UNIDO Investment Promotion Unit (IPU) in Egypt. This brought together more than 110 companies interested in replicating innovative agribusiness solutions. Over 350 bilateral meetings were organized and potential partners found common interest in access to finance, technology transfer and trade capacity building. Marco Potecchi, Head of the IPU, said that "this event is just the starting point. Our job is to make sure that the expressions of interest result in concrete cooperation".

"We are overwhelmed by the positive responses to the Conference", said Gerardo Patacconi, Chief of the Productivity, Quality and Enterprise Upgrading Unit in UNIDO and main organizer." Over 400 participants attended the two-day session, and over 120 solutions from over 65 countries were presented. We started a process that was widely acclaimed; now, UNIDO and its partners will actively ensure that these and more similar innovative solutions are implemented, also through the identification of financing, for companies to realize all their potential".

At the closing ceremony, awards were given to the best innovative solutions, based on peer selections. Winners included ITC Limited from India (to provide updated information on crops for remote Indian villages), the COLEACP-PIP (to enable compliance solutions for the export of fruits and vegetables), Passive Refrigeration from Italy (to maintain the cold chain from farms to markets) and Sri Lanka's Cargills (Ceylon) Ltd (to link small farmers directly to markets). Special awards were given to the SEKEM farm (for ecologically responsible development in Egypt), the Songhai Centre in Benin (for holistic agricultural development) and UNIDO's ETRACE programme (to establish an effective traceability system for Egyptian producers).

Ankleshwar’s record for pollution is alarming. Greenhouse gases and industrial sewage are the devastating results of long lasting pharmaceutical production.

In order to improve the environmental situation in Ankleshwar, businesses have been cooperating with the government and international donors in undertaking efforts to clean up their industrial grounds.

The United Nations Industrial Development Organization (UNIDO) has called on a voluntary response to pollution control and, within this context, has highlighted the importance of a significant cleaner technology investment in Ankleshwar. As for recent developments, the sale of carbon credits has served as an inspiring measure for investing in clean technology. Enhanced incineration methods, making use of US plasma technology, are also becoming increasingly popular.

Local business communities have been rather optimistic about Ankleshwar’s environmental recovery in the upcoming years – the planting of plenty of saplings should help restore the ecological balance in the affected area.
