As of 3 December 2007, 172 States are Members of UNIDO. Of these, 170 are shown in the Lists of States. The following two States have become Members of UNIDO but are not yet included in any of those lists:
Pursuant to paragraph 1 of Annex I to the Constitution, if a State not listed in any of those lists becomes a Member of UNIDO, the General Conference shall decide, after appropriate consultations, in which of those lists it is to be included. The matter was brought to the attention of the Conference at its twelfth session for consideration. The lists are a classification established by the United Nations. UNIDO continued the classification when it became a specialized agency in 1985.
Members meet once every two years at the General Conference. The Conference is UNIDO's supreme governing body, which determines the guiding principles and policies, approves the budget and work programme of UNIDO and appoints the Director-General. It also elects representatives to the 53 seats on the Industrial Development Board and to the 27 seats on the Programme and Budget Committee.
