Indigenous technological effort is one of the most important factors for improving industrial performance, in industrialized and developing countries. Yet developing countries still account for only 4 per cent of world research and development expenditures and lag behind the developed countries in the generation and application of appropriate and modern technologies.

Agenda 21 specifically recognized technology transfer as a key means of bridging the gap between the world's rich and poor countries. Successful technology transfer depends crucially on the techno-managerial capabilities of developing countries and economies in transition to acquire the modern technologies appropriate for their needs and to stimulate innovation with investment. North-South cooperation is vital to enable the developing nations to gain these capabilities and should be complemented by South-South cooperation to achieve competitive production and economic growth through the process of technology transfer and acquisition.

UNIDO's initiative, "Technology Transfer: Needs Assessment - Promoting Action"(PDF, 8pp / 29KB) combines technology needs assessment methodologies and tools at national, sectoral and enterprise levels with proven technology promotion techniques and networks. The initiative aims to identify national and sectoral technology priorities, develop the corresponding techno-managerial capabilities and ultimately facilitate trade appropriate to local economies. Based on the findings of the needs assessments, UNIDO will assist developing countries to choose the specific technology acquisition and development trajectory which is best suited to the needs identified. UNIDO will subsequently provide services for capacity-development, matchmaking and alliance-building cooperation endeavors at policy, institutional and enterprise levels.
