The implementation of PCOR follows the Leading Change and Organizational Renewal (LCOR) congruence model

The implementation of PCOR followed the Leading Change and Organizational Renewal (LCOR) congruence model, developed by Harvard and Stanford Business Schools and introduced to UNIDO at a senior management retreat in January 2010. PCOR followed a systematic, holistic and highly participatory approach, covering all aspects of change — vision, leadership, business processes and ERP system, organizational structure, staff competencies, and organizational culture — as well as the institutionalization of results-based management, risk and knowledge management. It recommends that critical elements relating to people and changing organizational culture must be considered during major change undertakings. The following figure illustrates the LCOR congruence model (developed by Harvard and Stanford Business Schools):
