Abstract The paper treats transboundary pollution and environmental management in Europe and CIS region. As ecosystems are not static, dramatic shifts in their make-up are to be expected. Examples include changes to the Black Sea leading to trophic distortions in aquatic systems caused by fishing down the food chain. Now the Danube is a source of serious concern. Necessary are relevant legal instruments for environmental protection as well as an effective management of industrial process taking pollution costs into account. Different forms of governance which can be applied to environmental protection are dealt with.
