Workshop on Seed Treatment Technology

Introduction
The 20th Century came to an end with great enthusiasm and commitment by the developed and
the developing world alike to clean up the environmental pollution caused by industry
especially by chemical, engineering and agricultural industries including farming industry,
both at the production and user ends. One of the outcomes of this was the promotion of cleaner
production in all industries including agrochemical industries where the emphasis was on user
and environment friendly pesticides, their formulations and their applications. China has been
in the forefront in agricultural development and has been constantly increasing its capacity to
introduce modern technology to increase safety and quality of its agricultural products.
From 1993, UNIDO has been assisting China in promoting user and environment friendly pesticide
formulations and established a state of the art R&D Centre at Nantong in Jiangsu Province.
The Centre called Nantong Pesticide Formulation Development Centre (NPFC) has developed a
number of high technology oriented water based formulations (SC), dust free granules (WG) and
microencapsulated (CS) formulations. Recent years, the Government of China is giving great
emphasis to high quality seed selection, breeding/propagation and seed protection to increase
the quality and productivity in agriculture. In this context UNIDO has been providing
assistance to NPFC at Nantong, to develop high quality seed dressing pesticide formulations
(FS) and new technology in application to the seed compared to older techniques which are less
efficient, hazardous to operators during handling, transport and sowing. New seed dressing
formulations have now been developed, registered and commercialised.
Transfer of Technology to Less Developed Areas of China
In the 90's, the Government of China, has been specially promoting investment and transfer
of technology from the prosperous eastern provinces to less developed central and western
provinces of China. In line with this policy the Chinese Government wanted the technology
developed at Nantong to be transferred to southwest and northwest parts of China. The project
was approved in 1999 with NPFC at Nantong as the focal point. Around six to seven provinces
took part in the project and the technology has been successfully transferred to Yunnan
Province in southwest China and the transfer of technology to northwest China at Ningxia
Province is in progress. The seed dressing formulations in all these less developed areas have
been well received by the farmers.
Workshop
As the seed protection technology is considered important for both developed and developing
world alike due to its environmental and human safety, it is proposed to organize a five day
workshop (including one day travel) towards the end of the project to disseminate the
technology developed in Nanton/Yunnan/Ningxia to other provinces and also to selected ASEAN
Countries neighbouring Yunnan Province to encourage South-South cooperation. Such a workshop
will aim to bring together Government officials from the Agricultural Extension Service and
other departments dealing with seed production/protection to discuss the results of the project
and also exchange experience from both national and international experts. It is expected to
provide information on seed treatment technology including both seed dressing
formulations/application to the seeds, seed pelleting and some of the modern machinery used in
the process.
As seed dressing is one of the major areas of crop protection we also expect many
international companies to participate in the workshop. The workshop will take place at two
locations in Nanton (two days) and also in Yuxi City, Yunnan (two days) Province to show the
results of the project. In addition, there will be an opportunity to see in Yunnan Province
neem (azadirechta indica) and pyrethrum (Chrysanthamum cinerariaefolium) growing
areas which are becoming important crops in producing botanical pesticides.
The following topics, but not limited to, will be covered:
• Government policy on promotion of seed industry.
• Development in seed dressing machinery and application technology.
• Modern Pesticide Formulation Technology Development in China at Nantong.
• Transfer of technology to southwest and northwest of China.
• Future of seed technology in China and also in selected ASEAN countries.
• Visit to Neem/Pyrethrum plantations in Yunnan Province.
General information
September is the best time for visiting China when the weather is mild and very pleasant.
Nantong, located in southeast of China on the banks of the famous Yangste River is about 150 km
from Shanghai. It is an industrial town well known for its Economic Development agrochemical
companies having production facilities. It is very close to many tourist attractions such as
Suzhou and Hangzhou cities.
Yuxi city is located in Yunnan Province. This province located in the south west of China is a
favourite spot for international tourists. The capital Kunming is known as the spring city due
to its mild weather throughout the year. The province has world famous tourist attentions such
as the Stone Forest, Dali Lake, many waterfalls and many areas of minority community with
beautiful costumes and diverse culture. The province is the garden province producing wide
variety of vegetables, fruits, mushrooms and flowers and is also a big world playerin tobacco
industry. Due to its variable climate and attitudes tropical plants such as neem (azadirechta
indica) is becoming popular for environment protection and recently they have started
cultivating pyrethrum (Chrysanthamum cinerariaefolium) plants in some parts where the climate
is ideal for this crop similar to pyrethrum growing areas of East Africa. The capital city
Kunming is well connected to Hong Kong, Bangkok, Yangoon, Singapore etc.
