UNIDO/Italy push for exports from Argentina's marginalized zones

Argentina's Chancellor and Minister of External Relations, Carlos Ruckauf, Italy's Vice- Minister of External Relations, Mario Baccini and UNIDO Director- General Carlos Magariños, met at UNIDO headquarters in Vienna to streamline the coordination of UNIDO's recently launched US$5m Market Access Programme financed by Italy (see story UNIDOScope 3 - 9 November, 2002). Coordination of the programme is with the Ministry of Foreign Affairs and the National Industrial Technology Institute (INTI), Ministry of Production and other concerned technical institutions. One of the priorities of the Vienna meeting was to ensure the promotion of economic activity in the poorest regions by focusing on the small and medium- sized enterprises (SMEs) situated in the most marginalized zones of the country. Vice- Chancellor reaffirmed the strong commitment of the Italian Government in supporting Argentine initiatives to improve access of its exports to the European market, especially as of July 2003, when Italy assumes the presidency of the European Union.

The three main components of the programme: Upgrading small and medium-sized enterprises (SMEs); Promotion of investment and technology transfer; and Promotion and implementation of mutual guarantee funds, cover the areas UNIDO considers essential to a meaningful market access strategy. In a nutshell, to take advantage of market opportunities, lower tariffs and subsidies and connect with these markets, developing countries need to have competitive productive capacities and be able to prove conformity to developed country standards, i.e. to connect they first need to compete and conform! The core of the activity of the programme will be undertaken through Argentinian export consortia, either existing (there are 98), or newly established. A UNIDO SMEs Service Unit (USSU) will be established within the Fundacion Export.Ar..


UNIDO's approach to Market Access

The least developed provinces of Argentina to be targeted are San Luis, La Rioja, San Juan (Cuyo); Misiones, Corrientes, Chaco, Formosa (NorEste Argenino); Catamarca, Santiago del Estero, Salta, Jujuy, Tucumán (NorOeste Argentino); Chubut, Río Negro (Patagonia); and Entre Rios in Pampeana. The programme will focus on sectors and products with high export potential, selected according to the destination of the products (as suppliers of larger companies or producers of final products) and to the value added and technology level. Preliminary assessment has identifed meat, fish, biomedical and biotech companies.

Prior to the meeting on the Market Access programme, Chancellor Ruckauf made a presentation on Argentina to a large delegation from the Austrian private sector, members of the diplomatic community accredited to UNIDO and Staff on the situation and perspectives in Argentina.

Senegal's Minister of Industry presents award to UNIDO staff member

Minister for Industry and Handicraft of Senegal, Landing Savané, presented UNIDO staff member Francois d'Adesky, with the title of knight in the national order of Lion of Senegal on behalf of the President of the Republic of Senegal, Abdoulaye Wade. Mr. d'Adesky, who had just completed his tour of duty as UNIDO Representative in Senegal, received the award in recognition of his assistance to the reinforcement of industrial cooperation relations between Senegal and UNIDO.

The successful implementation of UNIDO's Integrated Programme (IP) for Senegal has made a significant contribution to the enhancement of UNIDO's image and credibility Senegal. In thanking Minister Savané for the award and the support received during his five-years assignment in Senegal, Mr. d'Adesky paid tribute to the Government and the people of Senegal, the Director-General of UNIDO as well as Headquarters and Field staff, especially the Integrated Programme Team with whom he shares this distinction.

Concrete results achieved in different fields in Senegal include: institutional building with the creation of support institutions for enterprises jointly managed by the Private Sector like the Textile Promotion Centre (CPT), the Senegalese Standardization Association (ASN) and the Industrial Sub-contracting and Partnership Exchange (BSTP); the elaboration and the implementation of a strategy for the promotion of micro and small enterprises; and the initiation by UNIDO of a textile strategic partnership between Mauritius and Senegal in the framework of the African Growth Opportunity Act (AGOA). In the latter case, Mauritian investors have signed several joint ventures in 2002, which have resulted in several  millions of US Dollars of new investment for Senegal and the creation of a thousand viable jobs. The Mauritian partnership led to Senegal obtaining a visa to export Senegalese textile products to the USA.

Mr. d'Adesky is now working at UNIDO Headquarters as Least Developed Countries (LDCs) and UN Development Assistance Framework (UNDAF) Coordinator, a position he took over from his successor in Senegal, Alain Nickels. In accepting his award, Mr. d'Adesky also wished good luck to his successor, as does UNIDOScope!

Republic of Korea joins donors in Laos and Nigeria IPs

In 2002, The Republic of Korea announced its support for the implementation of the UNIDO Integrated Programme in the Lao People's Democratic Republic and the Country Service Framework (CSF) in Nigeria. It has now made important contributions of US$200,000 to each of these programmes.

A project proposal made by UNIDO's Team Leader for the Laos IP was approved in August 2002 and a second proposal for the Nigeria Country Service Framework (CSF) was recently finalized and approved for funding from the Republic of Korea's contribution to UNIDO's Industrial Development Fund.

The implementation of the project for Lao People's Democratic Republic has in the meantime been initiated and is focusing activities in support of the development of small and medium - sized enterprises (SME's). The contribution to the Nigerian Country Service Framework will be utilized for capacity building and institutional strengthening for cassava processing as well as for activities supporting the leather cluster in Eastern Nigeria.

With these important contributions, the IP of Laos ' with a budget of approximately US$1 million - is completely funded. Other countries that have earlier pledged support are France, Belgium and Luxemburg. With the contribution from the Republic of Korea, the total mobilized for the CSF of Nigeria stands at almost US$3 million, while another large contribution is expected soon.

UEMOA Market Access Programme gets more funds

The President of the UEMOA Commission, UEMOA and European Union Technical Follow-up Committee representatives, and the Presidents of the National Steering Committees, have all expressed their satisfaction with the achievements of the first year of implementation of the UEMOA Market Access Programme see also, (Feature story) .

The first Annual Report on implementation prepared by UNIDO was transmitted in November 2002 to the UEMOA Commission, the delegation of the European Union, and the Ministers of Industry of the eight UEMOA countries (by the UEMOA Secretariat).  Due to the good results achieved so far, an additional €900,000 will be transferred for UNIDO's implementation.

During the first year of implementation, the programme activities concentrated on: official launching of the programme in the UEMOA countries; establishment of the technical coordination structure at the regional level and at the national level and the establishment of the National Steering Committees in each of the 8 UEMOA countries; design, preparation and distribution of promotional materials (in English and French); technical assistance to UEMOA for the preparation and finalization of the first and second fund allocations which define activities to be implemented by UEMOA Secretariat; launch of activities related to the main components of the UEMOA programme - accreditation, standardization and quality promotion.

During the second year of implementation (starting October 2002), the programme will show more visible results with the establishment of: the regional secretariat for accreditation and of a regional network for accreditation; a data base on laboratories in the region; a regional documentation centre on standards and national documentation centres in each UEMOA country. The second year of implementation will also see; the launching a Quality award at regional and national levels; training for certification of auditors in ISO 9000 and ISO 14000; assistance for ISO certification of enterprises; and accreditation of laboratories.

The objective of the programme is to increase economic growth and alleviate poverty in UEMOA countries by drawing on UNIDO's specialized expertise in the field of accreditation, standardization and quality promotion to assist the member countries to strengthen national capacities and boost UEMOA participation in international trade.

To augment the achievements of the present UEMOA initiative, an upgrading and restructuring project is in the pipeline involving the Agro-Industries, Investment and Technology, Industrial Governance, and Small Business DevelopmentService Modules.

Mozambique Integrated Programme Evaluation

Mozambique was one of the first countries where UNIDO implemented its Integrated Programme (IP) concept. The aim of this integrated approach was to create synergies between interventions at policy, institutional and enterprise level, thus maximising the impact on private sector development.

After almost three years of implementation, in September 2002, UNIDO HQ fielded a mission for an in-depth evaluation of the Mozambique IP. In Mozambique, UNIDO Senior Evaluation Officer Donatella Magliani; and consultant Oscar Gonzalez Hernández were joined by Mozambique government representative Vicente Paulo Chihale. In 18 days, the team consulted counterparts, donors and beneficiaries of the IP in over 50 meetings. Besides visits in Maputo and Matola, they travelled to the Provinces of Zambezia, Sofala and Tete.

The team presented its preliminary findings, including recommendations, to the Minister of Industry and Commerce. In a nutshell, the evaluation team found that the programme has achieved mixed results. The short duration of the IP was deemed a contributor to this but managerial, coordination and design shortcomings were also identified. In general, the evaluation team judged the scope of the programme as too broad and dispersed.

On the positive side, the IP's successes, notably the development of the Balcão Único One Stop Shops (see UNIDOScope 8 - 14 December, 2002  3 - 9 September, 2001) were ascribed to the high relevance of private sector development in Mozambique; the strong and unique presence established by the IP in selected provinces; and the devotion and high quality UNIDO staff at headquarters and in the field.

Recommendations of the evaluation team included: a refocusing and reorienting of the programme, eliminating projects that have shown weak results and/or lack counterpart commitment; the formulation of new projects jointly with counterparts, paying due attention to the limited nature of resources; the establishment of a steering and coordination mechanism for the IP with clearly defined guidelines for implementation, coordination and monitoring. The evaluation team also considered that the implementation of the IP would benefit from having a senior UNIDO Representative in Maputo.

The Minister discussed the outcome of the evaluation and implications for future cooperation during a mission to UNIDO HQ. MICs priorities for the next phase of the IP will, together with the recommendations from the evaluation report, serve as the basis for a UNIDO reformulation mission, scheduled to arrive in Mozambique in February/March 2003, paving the way for the next generation IP.
