A Briefing on the Report and Recommendations of the UN Secretary General’s AGECC

In 2009, the UN Secretary-General established an Advisory Group on Energy and Climate Change (AGECC) to provide him with recommendations on energy issues in the context of climate change and sustainable development. The group comprises representatives from the private sector, the UN system, including the World Bank, and research institutions. This high-level side event will provide a briefing on the AGECC report, Energy for a Sustainable Future that sets out for the first time two ambitious, but achievable, global energy goals: 1. Ensure universal access to modern energy services by 2030;2. Energy Efficiency in the Post-2012 Framework: Taking the Opportunity Forward

This High-Level Roundtable discussion will address ways forward to prioritize global action on energy efficiency: energy experts, representatives of research institutions, utilities, business and industry, Secretary-General’s Advisory Group on Energy and Climate Change (AGECC) and UN-Energy agencies, Parties and others are invited to openly discuss the pros and cons of a focus on energy efficiency in the mitigation negotiations – in terms of implications for both a successful outcome to COP16, as well as for avoiding the worst impacts of climate change going forward.• What should we do to make sure that energy efficiency is firmly on the map of future global action on climate? • What can be done to move from rhetoric to action and make sure that the uptake of energy efficiency investments will be commensurate the opportunities that exist for energy savings across economic sub-sectors? • What types of action must be included in the future climate agreement(s) to overcome capacity constraints and financial and non-financial barriers to deployment of existing high-efficiency technologies? These are a few of the questions that we hope to bring up at the high level panel discussion.

Mitigation and adaptation to climate change in industry starts with the productive use of all natural resources, including energy, water, materials and chemicals, through Resource Efficient and Cleaner Production (RECP). This not only serves the climate agenda, but is generally also good for business, in terms of operational cost savings and improved productivity, and the environment and society at large. UNIDO and UNEP have established some 50 National Cleaner Production Centres that foster and support technology innovation and adaptation in local industries in developing and transition countries. These combine into a global RECP network which provides a valuable platform for accelerating and scaling-up the deployment of climate-resilient technologies and practices in the industrial and related sectors.Objectives This technical panel aims to inform participants about:o The added business and environmental benefits from achieving GHG mitigation through application of Resource Efficient and Cleaner Production (RECP) methods, technologies and practiceso The operation, activities and achievements of the National Cleaner Production Centres (NCPCs) and their global Resource Efficient and Cleaner Production (RECP) network, and their potential to contribute to the implementation of international climate initiativeso The need to scale-up and mainstream Resource Efficient and Cleaner Production (RECP) to accelerate innovation, transfer and adaptation of appropriate climate technologies in particular in the industry and related sectors

The side event is intended to showcase a number of Montreal Protocol Projects implemented by UNIDO in cooperation with SEMARANAT in Mexico and their contribution to offsetting climate change. How the UN System can support developing countries through innovation and the successful transfer of environmentally sound technologies

The Climate Technology Center (CTC) and Network will play a central role in supporting developing countries to innovate and to access environmental sound technologies. This side event will explore the experience of developing countries, industry and the UN system in their efforts to support developing countries in the transfer and diffusion of technologies and what lessons can be learnt to support the development and work of the CTC and Network.
