Third Annual Meeting of the UNIDO Regional Cleaner Production Programme for Latin America and the Caribbean

The Regional Expert Group meeting on the formulation of CPand EST projects was moderated by the international expert, Mr.Helmut Blaufuss. The three days Expert Group meeting aimed atincreasing the capacity of the directors and technical staff of theNCPCs and NCPPs in the Latin American region for the formulation ofprojects focusing on CP, EST and related topics.
The training achieved the following objectives:
- The participants understand the basic principles of Results-based Management (RBM) and the Logical Framework Approach (LFA);
- The participants are able to use the Logical Framework Approach to develop CP/EST related project documents systematically and to assess the quality of project documents;
- The participants are informed about the project document structure (special features) of selected UNIDO donors;
- The participants have made individual experiences demonstrating the usefulness of teamwork and visualization techniques in the context of project planning.
More specifically, during the expert group meeting, the participants worked on selected project cases, which will be further developed and submitted for funding. The topics covered by the projects are: implementation of the SAICM approach at national level; dissemination of the Chemical Leasing business model in the Latin American region; and support to the transfer of EST to SMEs.
The Third Annual meeting of the UNIDO Regional Cleaner Production Programme for Latin America and the Caribbean aimed at analyzing the activities carried out during the second year of operation of the Programme and discussing the priorities for its members for its third year.
The meeting was inaugurated by Mr. Bernales Alvarado, President of the CONAM (Consejo Nacional del Ambiente); Ms. M. Sanchez Osuna; Ms. B. Meyer, Resident Director of COSUDE; and Emb. Dr. G. Woutsas from the Austrian Embassy. During her opening speech, the s/m Ms. Sanchez underlined the crucial importance of the current meeting, for the future sustainability of the Programme, together with remembering the effort already carried out during the concluded year in this direction. The third year of operation of the Regional programme will have to consolidate the basis for the ownership of this network from all its members.
During the opening of the meeting, UNIDO also awarded the most active members of the Regional Programme in the operation of the CPLatinNet during its first year (results officialized in January 2007).
The coordinator of the network opened the meeting with an overview of the activities carried out during the second year of operation of the Regional Programme, which was followed by a session facilitated by the Executive Board aiming at further evaluating these results. The new administrator of the Internet platform, the NCPC Mexico, presented the activities related to the transfer of the platform and presented some suggestion for development, including the tasks related to the opening of the platform to the general public.
The meeting continued with the description of the status of development of the regional projects and the presentation of the upcoming activities within the framework of the SAICM QSP (Quick Start Programme), including the description of a project current under elaboration. The activities of the first day of the meeting were completed by the presentation of the results of the study carried out by an international expert (Mr. Miroslav Susta) for the application of the Sustainable Industrial Resource Management strategy in the Latin American region. The expert presented the way forward for the implementation of this strategy at national and regional level.
The second day was opened by the presentation of the study of an international expert (Ms. Christine Jasch) in the area of credit lines for CP and EST investment. The expert presented the outcome of a survey developed at international level and presented the options available for the Latin American region. The presentation of the national expert of CAF (Corporación Andina de Fomento) followed, which outlined the options available for the member countries, with reference to CP and CDM credit line mechanisms. Another international expert participated in the meeting (Mr. Iñigo Perez-Solero) presented during the meeting the results of his study focusing on the marketing strategy of the NCPCs and NCPPs in the region. This provided him with suggestions and recommendations for the marketing strategy of the Regional Programme, which was discussed with its members.
