The government of the People’s Republic of China has signed the Stockholm Conventionon Persistent Organic Pollutants (POPs) on May 23, 2001. Three years later the 10th Standing Committee of the National People’s Congress made the resolution to ratify the Convention on June 25, 2004. The Convention entered into force for China on November 11, 2004, which also applied to Hong Kong Special Administrative Region and Macao Special Administrative Region. The National Implementation Plan (NIP) has been completed and according to the requirement stipulated in Article 7 of Stockholm Convention, the Chinese government prepared and approved this National Implementation Plan. The launching conference has taken place in Beijing on Tuesday 3rd of July 2007.
For the industrial sector, the Chinese government will combine the implementation of the Convention with the targets set to boost the optimization of resources and upgrading of the production capacities. The NIP document will help building a resource-economy and environmentally sound society as has been stated in Guidelines of the 11th Five-Year Plan. These guidelines require adjustment of industry production structure, urge the whole society to use resources effectively and develop a recycling economy, cultivate new economic growth openings and increase employment opportunities, enhance the consciousness and participation of the whole society and accelerate the transformation toward a sustainable development model. The NIP supports the industrial sector by facilitating the introduction of best available techniques and best environmental practices (BAT/BEP) and urge elimination and or reduction of releases from emission sources as well as sound management and disposal of obsolete POPs stockpiles.
