UNIDO Country Programme for China

The 2008-2010 Country Programme has been formulated in light of a number of factors. Firstly, the areas of UNIDO competence with the context of issues that are of priority to China, and secondly, the areas of possible intervention where UNIDO is likely to secure funding.

The Country Programme has been prepared taking into account inputs received from the Chinese counterparts (for instance, Ministry of Commerce, State Environmental Protection Administration, Ministry of Agriculture, Ministry of Science and Technology and other stakeholders), which were shared by the senior officials of the above ministries in meetings with the Director-General of UNIDO (during his 2006 and 2007 visits to China) and various meetings since April 2007 with the UNIDO Representative and his team. The draft Country Programme was also shared with the two main counterparts, i.e. Ministry of Commerce and the State Environmental Protection Administration for their comments.

The Programme, inter alia, takes into account the UNDAF (2006-2010), which coincides with the 11th Five Year Plan of China, the recent developments (e.g. food safety), the discussions at the UN Country Team level, the foreseen activities, as well as the funding realities based on: China’s economic developments; China emergence as a donor; and changing donors’ priorities in China towards more environmentally-based programmes, i.e. away from poverty reduction, private sector development, etc...

UNIDO Country Programme for China 2008-2010 consists of five main components:

Energy and Climate

Energy usage in China has grown considerably over the last decade as the country develops economically.

Environment

UNIDO, as part of the U.N.’s network on promoting environmentally sustainable economic development, is assisting China in developing its own solutions to the country’s development challenges.

Agro-Industries and Food Safety

Food-born illnesses and chemical contamination affect adversely not only the public health in China, especially in the poor and rural areas, but also the potential for food exports.

Productivity, Technology and Competitiveness Enhancement

China’s phenomenal economic growth over the past two decades has gone hand in hand with the rapid expansion of the private sector and poverty reduction.

Cooperation Activities and Cooperation Centers

UNIDO’s worldwide programme promotes practical instruments to assist countries and partners, particularly small and medium enterprises, to achieve sustainable development, realize access to knowledge and technologies, and perform well in national as well as international markets.
