Integrated Programme for Ethiopia (IPE)

The Integrated Programme was formulated in support to the implementation of the Government’s agriculturally led industrialization strategy (ADLI), which had been designed to bring about a structural transformation of the economy, in which the relative weight of agriculture, industry and services would change significantly towards the latter two. UNIDO support services were thus grouped into six broad components, selected as the most suitable response to the Government and private sector’s challenges.

The six components were:

  • Development of Agro-based industries in the fields of leather, food and textile, agro-machinery and environmentally friendly pesticides;

  • Promotion and development of MSMEs through capacity-building of support institutions and entrepreneurs;

  • Improvement of quality, standardization and certification, through the strengthening of the Quality and Standards Authority of Ethiopia, as well as assisting in quality management at enterprise level;

  • Promotion of investment and technology and the strengthening of the Ethiopian Investment Authority (EIA);

  • Promotion of environmental protection through the establishment of a National Cleaner Production Centre, the implementation of an ESID programme, the development of a waste management programme, as well the implementation of a capacity-building programme in energy conservation;

  • Strengthening of the Ministry of Trade and Industry and related support institutions to develop a national information network, as well as create a capacity to undertake industrial sector surveys on growth potentials and   investment opportunities.

Integrated Programme Phase II

The Integrated Programme for Ethiopia Phase II aims at supporting the Government's private sector development efforts through increased competitiveness with special emphasis on textile and garments, leather and leather products and food processing industries. It also supports development of micro, small and medium scale enterprises (MSMEs), production of micro-irrigation systems, environmental management systems and investment promotion.

Programme Components

Component I:Private Sector Led Enhancement of Competitiveness of Manufactured Products
This Component focuses on three priority subsectors, namely textile and garments, leather and leather products and selected areas of agro-processing (meat, spices, honey, corn and sugar). Interventions will focus on strengthening of cross-sectoral and sectoral institutions, development of productive capacities, upgrading food safety and strengthening of export promotion capabilities.

Component II: Poverty Alleviation through improvements in the efficiency of primary agro-based resources in rural areas
This Component aims at promoting rural entrepreneurship for the development of micro, small and medium enterprises (MSMEs) through technical and managerial training in selected fields. The cluster development approach will be introduced initially focusing on 4 sectors - footwear, handlooms, ready-made garments and metal/wood working. The component also supports activities for reduction of post-harvest losses and introduction of agro-machinery especially for micro-irrigation systems.
