Brazil was the first country to sign the United Nations Framework Convention on ClimateChange (UNFCCC), on 4 June 1992, and the Brazilian National Congress ratified it on28 February 1994. The Convention entered into force for Brazil on 29 May 1994, 90 daysafter its ratification by the National Congress.

A number of support and capacity building agencies are active in South Africa. Theprivate sector has commenced with project preparation on a limited scale. Extensive potentialexists for CDM activity development in South Africa, but capacity needs across allspectrums are still great.
