Introduction

Purpose of Montreal Protocol-funded institutional strengthening projects:

The Executive Committee, at its 5th meeting in November 1991, recognized the need to provide funding from the Multilateral Fund (MLF) for institutional strengthening of Article 5 countries, since this is an essential element in achieving the objectives of the Fund and the Montreal Protocol. The main objective of such support is to provide necessary resources to an eligible country. The resources are meant to enable it strengthen a mechanism within the country to facilitate expeditious implementation of projects for speedy and effective phase-out of the controlled substances in the country. The above mechanism would also ensure effective liaison between the country on the one hand, and the Executive Committee, the Fund Secretariat, and the implementing agencies on the other hand.

The creation of and support to a national Ozone Unit is therefore an important step at the level of national programmes. It is these units’ responsibility to design, monitor and implement the ODS phase-out Country Programme and to select the enterprises to be assisted by the Multilateral Fund. Such capability is a precondition for countries’ to MLF project financing. To date, UNIDO has supported 10 national units, deploying a total of US$3.2 million to strengthen their capacities. Three elements of institutional support were approved for funding: operational cost, personnel cost and office equipment (to provide basic infrastructure for information processing and dissemination as well as improve their facility for communication).

Activities of the national Ozone Units to eliminate ozone-depleting substances (ODS) in their country:

  • Implementation of the MP programme in the country in the framework of the Country Programme;
  • Data survey and collection of ODSs data;
  • Establishment of ODS monitoring and licensing quota system;
  • Awareness training through the press, radio and TV, public workshops, printed media, educational institutes;
  • Cooperation with domestic organizations and institutions;
  • Cooperation with international organizations and institutions;
  • Initiate the adaptation of environmental legislation;
  • Identification of companies in need of conversion to ozone-friendly substances.
  • Monitoring of all conversion activities;
  • Promotional activities - Participation to and/or organization of events:
    • Meetings organized by UNEP and the Multilateral Fund (Executive Committee, Meeting of Parties);
    • Regional networking meetings of Ozone Officers, organized by UNEP;
    • Ozone Day (16 September), organized on a countrywide basis by the Ozone Unit
