Rural Entrepreneurship Development and Human Security Unit

The Unit assists in improving the entrepreneurial and technical skills of rural and women entrepreneurs by strengthening relevant support institutions and service providers, and supports improvements in the administrative and regulatory environment to encourage the development of entrepreneurship among women and in rural communities. It promotes human security by supporting entrepreneurship to enable disadvantaged population groups to seize economic opportunities based on market mechanisms and entrepreneurial initiatives, with special emphasis placed on those effected by crisis situations.

Functions

  • Support national poverty reduction strategies through building up affordable and effective support services for micro and small enterprises in rural areas aimed at developing entrepreneurial, managerial and technical skills as well as self-help capacities of civil society institutions.

  • Strengthen the capacity of public and private-sector support institutions to identify and alleviate the constraints faced by women entrepreneurs, and equip these institutions with tools to formulate and implement technical and managerial skill enhancement programmes targeting women.

  • Develop tools and methodologies, and implement training programmes, to enable support institutions to conduct entrepreneurial and technical skill development programmes to promote rural entrepreneurship.

  • Provide advice and training to civil society organizations at community level to play advocacy roles and to operate business support services on a self-sustaining basis.

  • Provide information and training to increase the awareness of provincial and rural authorities of the need to reduce administrative and social barriers for starting and operating SMEs.

  • Design and implement pilot projects to demonstrate the operational modality and the impact of rural and women's entrepreneurship training programmes.

Micro and Small-scale Enterprises (MSE) are the seedbeds for a broad development of the private sector and create a large number of (self-)employment and income opportunities, forming the foundation for the national economy and social development at the grassroots.
