Around the world, 5 June, World Environment Day was celebrated, or observed, with street rallies, bicycle parades, green concerts, essay and poster competitions in schools, tree planting, recycling efforts, etc.. At the Vienna International Centre, the location of UNIDO's headquarters in Austria, in addition to an exhibition of UNIDO's environmental work, activities included a butterfly dance by an Indonesian folk group and a Digeridoo performance.

UNIDO Pakistan and Tetra Pak Pakistan (a joint venture between Pakistan's Packages Limited and Tetra Pak International) celebrated the day by launching Proud Pakistanis Recycle. Other partners in the programme are the the Punjab government, Packages Limited, CDL, Nestle, Husnain CPD, Maaher Foods, Juice Pak, Shezan, Royal Dairies, Green Earth Recycling Plant and an NGO, Waste Busters. Speaking on the occasion, Tetra Pak Pakistan Marketing Director Khaled Ismail said, ?Tetra Pak?s One Step Ahead programme aims to make every Tetra Pak company an environmental leader. We want to set environmental directions for the packaging industry and recycling is our priority.? Punjab Environment Minister Makhdoom Ashfaq Ahmad was the chief guest while Education Minister Mian Imran Masood was the guest of honour at the launching.

From July to December 2003, Environment Protection Agencies, planners, managers, community representatives, municipalities, scavengers associations, NGOs/CBOs and policy makers involved in the logistic of solid waste collection & treatment, muncipal engineers, in short, anyone involved in waste management technology, resource recovery and ultimate disposal of waste, will be invited to recycling conferences in Lahore, Karachi, Peshawar, Quetta and Sialkot.

The conferences will assist local officials develop cost-effective strategies for solid waste management. To achieve this, the UNIDO National Cleaner Production Centre (NCPC) Pakistan and Tetra Pak Pakistan, have developed an awareness programme for industry and the community on waste segregation, classification and recycling.

Each conference will be organized by the NCPC for two days at each site with Tetra-Pak as main sponsor (Tetra Pak has invested over 5,0 Mio Rs (US0,000) in the campaign). A final, national conference will be organized in Islamabad, to present the findings of the previous conferences and recommendations to the Government of Pakistan on policy approaches to recycling that are basically financially self-supporting.

The project will publish a Decision Maker?s Guide to Recycling of Municipal and Industrial Solid Waste for making a preliminary assessment and a Technical Guidance Report to make a detailed evaluation of solid waste recycling systems. UNIDO Pakistan will be promoting the opportunities for employment generation and creation of SMEs in the recycling industry. The UNIDO Pakistan website will keep track of the campaign.

Part of the awareness programme will focus on recycling 7% of the post consumer waste (98,000,000 packs) from the total production of Tetra Pak Pakistan which will be 1.4 billion packs in 2003. The campaign starts in Lahore and will have five three-month phases covering the five major cities of the Country. Redemption Centres will be set up markets and special waste collection bins placed schools. The NGO Green Earth will recycle the waste collected into school furniture which will be donated to one school each in Lahore & Islamabad.

Tetra Pak is part of the Tetra Laval Group, which comprises three industrial groups with 23,550 employees: Tetra Pak: processing, packaging and distribution systems for liquid food products; employs 18 900 people. Sales 2001 amounted to EUR 7,6 billion. Tetra Pak Hoyer: supplier of processing and packaging solutions to the Ice Cream Industry; employs 800 people. DeLaval: systems, equipment and supplies for dairy farming and animal husbandry; employs 4 850 people. Sales 2001 amounted to EUR 0,8 billion. Total group sales for 2001 were EUR 8,4 billion.

UNIDO ITPO Tokyo launches Kyoto Protocol
CDM Delegate Programme

In its commitment to the Kyoto Protocol, Japan has targeted to reduce its emissions by 6% by 2012. This target, which is based on 1990 emission levels, has now ballooned to 16% in real terms, due to increasing emissions registered since 1990. As it is virtually impossible for Japan to achieve this target internally, the option of carbon mitigation through the CDM (Clean Development Mechanism) and JI (Joint Implementation) mechanisms of the Kyoto Protocol is of crucial importance to the country. The Japanese government has a proactive policy to promote CDM and JI projects to reach its emissions? targets.

The CDM (Cleaner Development Mechanism) is one of three international "flexibility" mechanisms included in the Kyoto Protocol to facilitate the cost-effective fulfilment of national emissions- reduction commitments for industrialized countries. The mechanisms provide incentives for these countries to meet their greenhouse gas emissions reduction targets.

By connecting Kyoto Protocol "host countries" and "Annex 1 investor countries" through its Delegate Programme, UNIDO Investment Technology Promotion Office (ITPO) Tokyo launched a "global first" in Kyoto Protocol Cleaner Development Mechanism history. The first of the delegates to visit ITPO Tokyo (12 - 21 May) was from "host country" Brazil: Professor Jose Roberto Moreira, professor of Energy at the University of Sao Paolo and member of the International Panel on Climate Change (IPCC). The second delegate, in Tokyo from 21 to 31 May, was Mr. Stefan Raubenheimer, from South Africa. A lawyer by training, Mr Raubenheimer is Chief Executive Officer of South South North (SSN), a non profit organization working to develop capacity and CDM projects South Africa, Brazil, Indonesia and Bangladesh.

As a part of preparatory activities for their placement, the delegates were involved in the preparation of a CDM Investor Guide for Brazil and CDM Investor Guide for South Africa. The Guide for Brazil is available here for viewing or downloading. The Guide for South Africa is expected by July, 2003. Both publications contain wealth of material on the industrial and energy sectors that are likely to become priority sectors for greenhouse gas (GHG) mitigation projects as well as on regularly, institutional and capacity building issues pertaining to the CDM process in South Africa and Brazil.

With seven working days at their disposal, each delegate conducted approximately 30 meetings, including a seminar and roundtable discussion. The activities were attended by 81 and 64 businesssmen and officials for Brazil and South Africa respectively. Brazil promoted 53 projects, and South Africa 23 projects. Some of the projects were already under implementation, while others were new opportunities looking for investors or buyers of CERs (Certified Emission Reductions). The Ministry of Economy and Trade (METI) and the New Energy and Technology Development Organization (NEDO) generously supported the programme. The embassies of Brazil and South Africa in Tokyo respectively provided utmost support to the programme.

The outcome of the meetings showed that the Japanese government and private sector companies are keen to find opportunities to be involved in CDM or JI projects. As mentioned earlier, this is reflected in a proactive policy of the government. At the moment, however, the policy gives priority to the Asia Pacific region. Japanese companies, on the other hand, are clearly interested in markets such as Brazil and South Africa, where large number of carbon emissions can be mitigated through joint venture (thus investment) or through outright purchase of CERs. Observing the interest of the Japanese private sector, the delegates suggested that Japan could consider their countries as important partners for Japan?s mitigation of carbon emissions, and encouraged capacity building activities by Japan in Brazil and South Africa similar to those currently undertaken by EU governments, especially the Netherlands, Denmark, Finland, etc.

Questions raised by the Japanese during the meetings concerned the situation in each country of the Designated National Authority (DNA) for CDM, procedures, rules, and regulations governing CDM transactions, availability of actual projects, and feasibility or detailed information of those projects.

As CDM and the Kyoto Protocol represent new fields of global business activity, there is a clear gap between various capacity building activities undertaken in both Host and Annex 1 countries, to identify and market projects relating to CDM. Judging from the enthusiasm of participants, it is evident that UNIDO-ITPO CDM Delegate Programme has filled an important gap in investment promotion vis-à-vis CDM. As Japan is an important Annex 1 advocate of the Kyoto protocol, ITPO Tokyo was the natural choice to undertake the pilot project. But UNIDO investment and Kyoto Protocol specialists involved in the effort are encouraged to make further use of the organization's institutional capacity to undertake further such programmes, and expand the promotional and delegate placement activities to include Joint Implementation (JI) projects and other countries.

The Brazil and South Africa programmes and projects will be actively followed up. ITPO Tokyo is already working on several requests for cooperation from Japanese companies. The Kyoto Protocol specialists at HQ in Vienna are working on developing Phase II activities for the UN Interagency Project that will include further expansion of the Investment Technology Promotion Offices' involvement in UNIDO's work to strengthen national capacities for implementation of CDM and JI.

The CDM Delegate Programme was organized as part of UNIDO?s participation in the UN inter-agency project titled ?Engaging the Private Sector in Clean Development Mechanism Project Activities? and also as a follow-up activity after the holding of the UNIDO/MRI Forum on CDM in Tokyo in June 2002 .

Engineers and Hydrologists from 12 Nigerian River Basin Authorities and ministries attended a week long training of trainers programme from 26 to 30 May 2003 in Owerri, Abia State under its small hydro power development initiative in Nigeria. The programme was organized by UNIDO's Regional Industrial Development Centre (RIDC) in collaboration with the Energy Commission of Nigeria. Among the participants were representatives from the Alternate Energy Unit of Federal Ministry of Agriculture and Rural Development; Water Resources and the National Water Resources Institute.

The training focused on practical aspects of hydrological and topographical surveys, identification of potential small hydro sites, preparation of viable project proposals and introduction to computer tools. The trainees are expected to form teams of engineers and hydrologists in their own organizations and undertake field surveys to identify feasible small / mini / hydro sites and prepare viable proposals to be presented during an investor forum scheduled for October this year. A project appraisal seminar in September will preceed the investor forum in October.

The programme took place at the Anambra-Imo River Basin Authority in Owerri, which is one of the two pilot small / mini hydro demonstration sites selected by UNIDO. The Permanent Secretary of the Federal Ministry of Water Resources Dr. L.C. Ibe opened the meeting, which was also attended by representatives from various state governments within the Anambra-Imo River Basin.

Readers may recall (see UNIDOScope 1- 7 December, 2002) that UNIDO organized a National Stakeholder?s Forum on Renewable Energy for Rural Industrialization, 14 to 15 November 2002, in Abuja. The objective was to formulate strategies to generate employment through rural industrialization, by providing rural people (70% of the population) access to clean and reliable energy services. The forum recommended (view or download recommendations) promotion of local renewable resources such as small and mini hydro potential, agricultural residues, solar and wind. The highlight of the November Forum was the signing of a Memorandum of Understanding (MoU) between the Energy Commission of Nigeria and the UNIDO International Centre for Small Hydro Power (IC-SHP), Hangzhou, China for further cooperation in tapping the estimated potential of 740 MW of small/mini hydro power through technical assistance, capacity building and establishing demonstration projects. The Embassy of the People?s Republic of China offered turbines for 2 demonstration projects. Subsequently, UNIDO and the Energy Commission visited 12 sites covered by four River Basin Authorities and identified the two pilot project sites in Abia and Bauchi states.

The commissioning of two pilot small hydro projects for demonstration purposes is also in the RIDC pipeline.

Africa Business Forum 2003: Building Partnerships & Foundations for African Business, Durban, South Africa 24 - 25 July 2003. A partnership between Financial Times Business and Deloitte & Touché, the Forum will focus on the promotion of intra-Africa trade and investment.
