Conclusions

In 1989 many changes were introduced in Poland. Parliament adopted many new acts connected with environment protection. Poland signed and ratified the Stockholm Convention and became a member of the European Union in 2004. This allowed Poland to access funds for remediation and revitalization of post-industrial and contaminated areas. In general funds acquired for environment protection are time-limited. Because of that many remediation processes were rushed and/or not completed correctly. Nevertheless some legal acts, like the Act on Public Contracts, do not necessarily favour the use of the best available techniques (BAT) of environmental protection, because of a focus on lowest price acceptance for bids. Unfortunately as well, the Act on Public Contracts dose not allow funds from private sources to be combined with the State’s sector funds. Examples from many countries show that this kind of cooperation (Public – Private Partnerships) are valuable in this type of situation.
