Support to implement the Montreal Protocol (HCFCs survey)

Following the decision by the parties to the Montreal Protocol to accelerate the phase-out of HCFCs, UNIDO took the initiative to begin collecting data regarding HCFCs, as well as providing information on alternate technologies in order to be better prepared for future phase-out activities. A first collection of data was conducted with the Department of Environmental Affairs and Tourism (DEAT) in 2007.

In March 2008, the parties of the Montreal Protocol agreed to develop a HCFC Phase Out Management Plan. The process that DEAT will drive to define the new Management Plan is currently under preparation.
The objective of the project is to define possible strategic options to be considered in the development of South Africa's HCFC phase-out strategy based on the survey results and international experience. The outcome will be an HCFC Phase Out Management Plan that is acceptable to the industry, stakeholders in South Africa and members of the Montreal Protocol.
In addition, sustained future South African management of HCFC information through local ownership of the results of the survey and active capacity building and skills transfer activities in conducting the survey, is envisaged.
