Strategizing for economic stabilization and recovery (SESTAR) through provision of sound data on manufacturing sector
There is a general lack of timely, sound and appropriate data for planning purposes in Zimbabwe, especially in the industry sector where companies are not eager or able to spend money on non-compensated time compiling information. This means that most projections and industry related strategies are now based on highly questionable, subjective and often wild guestimates or estimates. This does not augur well for developing scientifically sound private sector/industry based economic stabilization and recovery program in Zimbabwe.
The principal purpose of this study is to provide a perspective of the industry (manufacturing) sector in order to guide evidence based policy initiatives for its recovery, growth, expansion and increased competitiveness. Emphasis will be placed on both available current and historical data on the manufacturing sector.
In particular, the study/survey results will
- show the trends and the current status of the industry in terms of its size , structure , level of capacity utilization and profitability levels of its various sub-sectors since 1985 (to to-date).
- show the contribution to GDP and GNP, national value addition, formal employment, export revenues, import costs, as a source for government revenue through direct and indirect tax receipts and it general linkages with the rest of the economy.
- be the basis of local donor initiatives “Prolonged Relief to Recovery” programs which seek to utilize existing local industry capacity as a viable source of supply of food and non-food aid requirements.
- enable investors (internal and external) to identify business opportunities which, with limited investments, could offer a quick and competitive rate of return and help re-build the industry.
The survey will be used as a reference source by policy makers in Government, public and private enterprises, financial and economic research organizations, bilateral and multilateral donor organizations.
