PrepCom2 Side Event: Technology as a Driver of Structural Transformation in the Least Developed Countries (LDCs)

1

Organized by the Enhanced Integrated Framework (EIF) together with the United Nations Technology Bank for Least Developed Countries (UN Technology Bank) and the United Nations Industrial Development Organization (UNIDO), the session focuses on the role of technology as a driver of structural transformation in the least developed countries (LDCs).

Technologies such as artificial intelligence, big data and drones can help enterprises in LDCs enhance their productivity and competitiveness, and move up the value chain ladder in agriculture, industry, and the services sector. Similarly, digital goods and services trade enhances the opportunity for small‑ and medium enterprises (SMEs) to participate in global trade and enhance their financial inclusion. Likewise, blockchain can help enhance the transparency and trustworthiness of trade transactions by supporting traceability and trade facilitation. Participants will obtain additional insights on accessing capacity‑building initiatives in technology for trade and discuss how LDCs can achieve structural transformation by harnessing the power of technology and trade. In particular, the session will:

  • • Highlight the progress made to date in technology and structural transformation in the implementation of the Istanbul Programme of Action
  • • Support LDCs in leveraging the power of trade, technology, and structural transformation in preparation of LDC5
  • • Share experiences on specific areas such as financial inclusion and digital agriculture in LDCs to achieve the Sustainable Development Goals (SDGs)
  • • Identify areas for further support, collaboration, and action in favor of LDCs in the fields of trade, technology, and structural transformation
  • • Better link LDCs and development partners through dedicated, LDC‑focused initiatives

Moderated by Ratnakar Adhikari, Executive Director, Executive Secretariat for the Enhanced Integrated Framework at the WTO, speakers will include:

  • • Joshua Setipa, Managing Director, United Nations Technology Bank for Least Developed Countries
  • • Bernardo Calzadilla-Sarmiento, Managing Director, Directorate of Digitalization, Technology and Agri-Business; and Director, Department of Digitalization, Technology and Innovation, United Nations Industrial Development Organization
  • • Fahmida Khatun, Executive Director, Centre for Policy Dialogue, Bangladesh
  • • Dorothy Tuma, Former Chair of the East Africa Women in Business platform
  • • Maxwell Otim Onapa, Director, Science, Research and Innovation, Government of Uganda

As such, the session will contribute to three major focus areas - trade, technology, and structural transformation - of the Fifth United Nations Conference on the LDCs (LDC5).
