Provision of Services and Equipment for the National Execution of “Phase Out HCFCs and Promotion of HFC-Free Energy Efficient Refrigeration and Air-Conditioning Systems in the Russian Federation through Technology Transfer”

The performance of the task provides for:

  • participation in the conversion of production equipment of ITZ Skoropuskovsky LLC (co-financing 1:4 (executing agency/beneficiary company)) (preinsulated pipes);
  • extra equipment for ITZ Skoropuskovsky LLC;
  • participation in conversion of required production equipment of TPK Orsky Plants LLC and JSC Company Polyus (co-financing 1:4 (executing agency/beneficiary company)) (panels and domestic refrigerators);
  • extra equipment for TPK Orsky Plants LLC and JSC Company Polyus;
  • manufacturing conversion at JSC KZH Biryusa.

Supply of Services on Communication, Marketing, and Public Awareness for the National Execution of “Phase Out HCFCs and Promotion of HFC-Free Energy Efficient Refrigeration and Air-Conditioning Systems in the Russian Federation through Technology Transfer”

The implementation of the project should improve awareness of specialists working in the HVAC&R, foam manufacture sectors, officials of federal bodies, and other stakeholders of existing alternative ozone- and climate-safe technologies, improvement of energy efficiency related to their use, actual amendments to the Russian legislation as regards the implementation of the Montreal protocol, and create consistent ways of dissemination of respective information in the Russian Federation.

Supply of Services on Organization of Training for the National Execution of “Phase Out HCFCs and Promotion of HFC-Free Energy Efficient Refrigeration and Air-Conditioning Systems in the Russian Federation through Technology Transfer”

The performance of the task provides for:

  • Training session for 20 specialists of the Ministry of Education and Science, Ministry of Industry and Trade, Federal Customs Service, HVAC&R and foam sector associations and key market participants engaged in disposal of ODS and ODS-containing equipment.
  • Training of employees of, and technical assistance to, enterprises that use HFC-based technologies, to ensure that they conduct their production activities in a manner that poses the lowest risk to the global environment (e.g. limiting emissions of HFCs during foam production, servicing RAC equipment, etc.).
  • Organization of training and technical assistance to enterprises (polyurethane pipe insulation manufacture; panel manufacturing and domestic refrigeration sub-sectors; support to the commercial and industrial refrigeration sectors; conversion of commercial refrigerating systems to CO2).
  • Creation of the physical infrastructure, including specialized and appropriately equipped facilities.
  • Development of a series of curricula which in line with governmental accreditation regulations must be intended for a particular task.
  • Detailed development of curricula and their adaptation to specific markets.
  • Payment of services of at least 3 instructors for one year.
  • Provision of equipment for the training center: devices necessary for audio and visual presentations (projectors, screens, notebooks, PCs, printers, scanners, CNC machines); tools; training stands with samples of RAC equipment; consumables (refrigerants, welding and soldering materials) and spare parts; equipment for recovery and recuperation of HCFC refrigerants.
  • Visitors’ conveyance to the site and catering.
  • Preparation of case studies (including expert, website, printed handouts etc.).
  • Case study presentations and workshops.

Supply of Services in the Foam Sector for the National Execution of “Phase Out HCFCs and Promotion of HFC-Free Energy Efficient Refrigeration and Air-Conditioning Systems in the Russian Federation through Technology Transfer”

The performance of the task provides for:

  • Establishment of the association or working group.
  • Measures to support creation of the association/working group of foam manufacturing companies with the aim of reducing ODS and F-gas consumption.
  • Development and adoption of premixed ozone-safe polyol systems at Isolan and Vladipur as part of system houses conversion.
  • Cost reduction of foam formulations based on expensive blowing agents to provide a competitive insulation product for cost-sensitive applications (e.g. by using hydrocarbon blends or co-blowing with water) as part of system houses conversion.
  • Development and adoption of premixed ozone-safe polyol systems as part of pipe insulation manufacture conversion.
  • Purchase of equipment necessary to modernize system houses.
  • Preparation of a technical specification based on the selected technology and available equipment.
  • Adoption of MeF-based premixed polyols or other ozone- and climate-friendly alternatives as part of panel manufacture or domestic refrigerators.

Supply of Services in the Refrigeration Sector for the National Execution of “Phase Out HCFCs and Promotion of HFC-Free Energy Efficient Refrigeration and Air-Conditioning Systems in the Russian Federation through Technology Transfer”

The performance of the task provides for:

  • Identification of potential partners for implementation of demo subprojects on conversion of air-conditioning manufacturing plants to HC, and commercial refrigerating systems to CO2.
  • Provision of technical assistance in preparing technical specifications for extra equipment
    based on the selected technology and available equipment on conversion of air- conditioning manufacturing plants to HC, and commercial refrigerating systems to CO2.
  • Participation in conversion of required production equipment to HC.
  • Contribution to the conversion of commercial refrigerating systems to CO2 with required production equipment.
  • Carrying out of design feasibility studies.
  • Supply, installation and commissioning of monitoring and other equipment.
