New UNIDO centre to promote biofuel production in Lao PDR

VIENTIANE, 10 December 2018 – The United Nations Industrial Development Organization (UNIDO), in collaboration with the Renewable Energy and New Material Institute (REMI) of the Ministry of Science and Technology (MOST), launched Lao PDR’s first Biomass Technology, Information and Learning Centre (BTILC) with the goal of promoting the production of solid biofuel for energy generation in the country.

The centre will work to create an entire supply chain of solid biofuels in Lao PDR by collaborating with the local government to improve policies, which can mobilize investment in biofuel production and use. It will also build technical capacity and know-how on solid biomass technology as well as establish networks among existing biomass centres and stakeholders in the region including entrepreneurs, producers, end-users, equipment suppliers and other associated services.

The BTILC promotes the production and usage of industrial grade solid biofuel for thermal energy generation; it will contribute to harnessing the potential of solid biomass energy from rice mills, wood processing companies and other factories that produce agricultural solid waste a currently untapped, clean source of energy that can replace fossil and traditional fuels, such as coal and wood logs. The switch to biofuels will allow the Lao PDR to not only mitigate greenhouse gas emissions, but also reduce deforestation and reduce the negative health impacts caused by the open burning of coal, sawdust and wood.

The centre is established under the framework of a project titled "Reducing of greenhouse gas (GHG) emissions in the industrial sector through palletization technology in Lao PDR". It is funded by the Global Environment Facility (GEF) and jointly implemented by UNIDO, the Ministry of Environment, and the Ministry of Agriculture, Forestry and Fisheries.
