Mr. Artan Shkreli was born on March 8, 1964 in Tirana. He has completed his studies at the University of Tirana, Faculty of Civil Engineering, Department of Architecture.
In 1991 he specializes in Italy as “Progettista assistito da CAD” and is employed as an architect in Bologna, Italy. During 1995-1996 he has completed a specialization at "Cuppini e Associati" in the architectural restoration sector. He has completed a postgraduate course on Energy Efficiency in buildings, organized in Ohrid, Macedonia by the German "Eko Zentrum". He has worked at the "Ricerca & Progetto" in Bologna, as a responsible for international programs focused on the issues of bioarchitecture.
Mr. Shkreli has created an NGO "Albanian Fund for Monuments" in order to promote the values of the cultural heritage of the country. From 1998 to 2002 he was Director General of the Institute of Monuments of Culture.
Mr. Shkreli was a member of the ICOMOS (International Council on Monuments and Sites) section. In the period 2003-2005 he was a consultant to the Prime Minister where he was responsible about the Urban and Infrastructure Planning field.
During 2008-2012, Mr. Shkreli held the post of chair of the “Association of Architects of Albania” (SHASH). From 2013-2017 he held the post of “Territorial Advisor” to Prime Minister Edi Rama.
Mr. Shkreli is the author of over 200 architectural, restorative, design, environmental and urban design projects in Albania and Italy. From September 2017 he held the position of Deputy Minister in Ministry of Infrastructure and Energy.
