Introducing Zambia

Zambia is a landlocked country located in Southern Africa, sharing borders with Angola, Botswana, the Democratic Republic of the Congo, Malawi, Mozambique and Tanzania. The population is estimated at 18.5 million (2020, World Bank) and is among the youngest in Africa.

Mineral-rich, Zambia ranks as Africa’s second largest producer of copper. The industrial sector accounts for around 36 % of GDP and 11% of employment, covering mining, construction and manufacturing. Large industrial sectors include, inter alia, copper, mining and processing, and construction. Growth in manufacturing is driven largely by agro-processing, particularly in food, textiles and leather.

PCP ZAMBIA

Fostering a diversified and competitive industrial economy

The PCP will support the Government in implementing its Seventh National Development Plan (7NDP) and Vision 2030, in line with the ongoing UN Sustainable Development Partnership Framework (2016-2021) for Zambia. The PCP will work to strengthen synergies among the various stakeholders contributing to industrialization, from government entities, to financial institutions, UN entities, the business sector, and other development partners, by providing a platform for coordination.

The PCP programming phase was initiated in early 2019. Based on the results of the country diagnostic conducted by UNIDO and discussions with the Government, the following  tentative PCP focus areas were identified: (i) Improving the policy environment; (ii) Industrial skills development; (iii) Fostering manufacturing industries and value addition on primary commodities. The programming phase is ongoing.

NATIONAL DEVELOPMENT TARGETS

The PCP will support Zambia’s overall vision of becoming a middle-income nation by 2030 and contribute to the following targets of the Government’s Seventh National Development Plan (7NDP), inter alia:

  • GDP growth rate of 5.5%
  • Share of non-mining sectors over 80% of GDP
  • Manufacturing sector more than 10% of GDP

    • Aim: Assist the Government in developing and revising existing industrial strategies and sectoral diagnoses, and increasing institutional capacities.

    • Aim: Support inclusive economic development through capacity-building activities, notably for vulnerable groups such as youth and women, and promote entrepreneurship, particularly related to mineral processing and products. The PCP will support skills development in areas such as digital economy, e-commerce and new technologies to harness opportunities offered by the 4th Industrial Revolution.

    • Aim: Support the development of value chains and agro-industrial parks; promote investment, sustainable business practices, and the use of clean and affordable energy. 

OUTLOOK FOR 2021

The PCP Zambia Programme Document is expected to be finalized and signed in 2021, paving the way for the start of implementation. New initiatives are expected to launch primarily in the areas of industrial skills development and fostering manufacturing industries and value addition on primary commodities.
