Organizational Context


The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next decade. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.

Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.


Within the Technical Cooperation services, the Investment and Technology Promotion Division in the Department of Digitalization, Technology and Innovation is responsible for overseeing UNIDO’s Investment and Technology Promotion Network (ITP Network) with its nine Investment and Technology Promotion Offices (ITPOs) including ITPO Germany. The ITPOs offer value-added services throughout the entire investment promotion cycle from identification of partners to ensuring the viability of projects. The ITPOs further complement UNIDO’s capacity building activities by mobilizing financial and technological resources to scale up development impact.


The UNIDO ITP Network primarily assists developing countries and countries with economies in transition in their industrialization efforts through promotion of foreign investment and transfer of technology. ITPOs promote inward and outward flow of investment and technology and offer value-added services throughout the entire investment promotion cycle from the identification of partners to ensuring the viability of projects. They complement UNIDO’s capacity-building activities by mobilizing financial and technological resources to scale up development impact. Under the guidance of the Chief of the Investment and Technology Promotion Division and the supervision of the ITP Network Coordinator, and in coordination with the Head of ITPO Germany, the Associate Expert is expected to contribute to the implementation of the mandate and the work programme of ITPO Germany acting as an interface between ITPO Germany and UNIDO DTA/DTI/ITP. In particular, the Associate Expert is expected to provide substantive support to the activities of ITPO Germany as well as the rest of the ITP Network by assisting developing countries in their industrialization efforts through promotion of foreign investment and transfer of technology.

The UNIDO Staff Performance Management System reinforces the collaboration within formal units as well as among cross-functional teams. In this context, the incumbent collaborates with his/her supervisor and colleagues in headquarters, in the country as well as in the region.

Staff members are subject to the authority of the Director-General and in this context all staff are expected to serve in any assignment and duty station as determined by the needs of the Organization.

Main Functions


- Facilitate communication and explore/pursue substantive cooperation between ITPO Germany and other ITPOs to achieve strategic synergies in implementing joint projects, initiatives and events (investment forums, technology exhibitions, etc.);
- Identify and pursue coordination and substantive linkages between the ITPOs and other ITP and DTI projects and activities/events;
- Facilitate communication and explore/pursue substantive cooperation between the ITP Network and other UNIDO Departments/Divisions to achieve synergies and integration and maximize the impact of UNIDO services;
- Contribute to the implementation of the activities of ITPO Germany and the rest of the ITP Network according to project document and yearly work programme;
- Provide operational support to the efficient running of the daily operations of ITPO Germany, including support with decentralized procurement processes, ensuring that assigned inputs and outputs are delivered on time at the right level of quality and within the allocated budget;
- Contribute to ITPO Germany’s advisory programme through providing organizational support to the advisors in close coordination with the Investment and Technology Promotion Experts at ITPO Germany. Act as focal point for ITPO Germany’s advisory programme for UNIDO HQ related matters. Explore potential for synergetic collaboration among ITPOs with an advisory programme, in consultation with the ITP Network Coordinator and the ITPO Germany expert team.
- Provide inputs to the annual work program, annual report, ad-hoc reports including technical and concept papers or other inputs for seminars, conferences, expert group meetings for ITPO Germany and the ITP Network as required;
- Assist with dissemination and promotion of technology project profiles from ITPO Germany among the UNIDO ITP Network and DTI projects, and any other appropriate promotional channel;
- Ensure effective use of system wide project management tools, including IT based systems, deliver content for monitoring &evaluation purposes in order to maintain required standards of accountability and transparency in accordance with UNIDO’s rules and regulations and UNIDO’s Integrated Results and Programme framework (IRPF);
- Contribute to monitoring and reporting on the progress of activities of ITPO Germany to identify potential bottlenecks and advise on remedial actions, for the attention of the ITPO Head and the project manager/allotment holder;
- Liaise and cooperate with the ITP Network Coordinator as well as the ITP Network Secretariat to ensure a constant flow of information on activities and results for reporting and communication purposes; among others, contributing to providing ITPO Germany’s timely inputs for preparation of advocacy, promotional and information material and tools (brochures, reports, websites) by the ITP Network Secretariat ensuring the use of gender neutral communication and gender responsive indicators among the ITP Network;
- Contribute to UNIDO’s global forum activities (conferences, seminars, expert group meetings, workshops, exhibitions) by providing logistical and substantive support, with the guidance of the ITP Network Coordinator;
- Assist in the formulation of technical cooperation projects/programmes in the area of investment and technology promotion of ITPO Germany in line with the guidelines and procedures governing the delivery of UNIDO services and obtain internal approval;
- Provide inputs and support to the communication/visibility activities of the ITPOs and the entire ITP Network;
- Support the ITPO Head and the project manager/allotment holder in the establishment of strategic institutional partnerships for the ITP Network and for UNIDO;
- Coordinate and facilitate the dissemination and promotion of UNIDO methodology and tools by organizing training workshops for ITP Network stakeholders and clients;
- Perform any other relevant and related assignments as required.

Minimum Requirements



Education

Advanced university degree in economics, international relations, engineering or other relevant discipline with specialization in industrial development and economic cooperation with developing and industrialized countries.


Languages

Fluency in English and German are required. Fluency in French is desired and working knowledge of another official UN language is an asset.


Field of Expertise

A minimum of three (3) years of relevant professional experience, in industrial development or economic cooperation. Specific experience in formulating, implementing and/or monitoring projects in the areas of investment and technology promotion and/or the Fourth Industrial Revolution is required. Working experience within the UN system is strongly desirable. Professional experience in the German Private Sector is required. Familiarity with the business, investment and industrial climate in Germany plus adjacent countries /Western and Central Europe, in developing countries and countries with economies in transition is desired.


UNIDO professional level applicants are required to have served at least one year in their current position, if applying for a higher-level position.

UNIDO General Service applicants are required to be at least at the GS-5 level; to have served in their current position for at least two years; and to have served in UNIDO for at least five years.

Staff members are subject to the authority of the Director General and in this context all staff are expected to serve in any assignment and duty station as determined by the needs of the Organization.
