The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of the United Nations Industrial Development Organization (UNIDO), as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. UNIDOs mandate is fully recognized in SDG-9, which calls to Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organizations programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.
Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDOs four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.
This position is located under Department of Energy (PTC/ENE). The responsibility of the Department of Energy (PTC/ENE) is to assist Member States in the transition to a sustainable energy future under the overarching mandate of ISID, through the application of renewable energy for productive uses, adoption of the efficient use of energy by industry and the introduction of low-carbon technologies and processes. In transitioning to a sustainable energy future, the challenges of addressing energy poverty and climate change become an integral part of the Department activities.
The main strategic focus areas of the Departments activities are first, to provide integrated energy solutions to industry by promoting energy efficiency; secondly, to deliver renewable energy technologies and systems to promote productive activities as a major contribution to reducing rural poverty; and thirdly, to champion industrial energy perspectives in the global debates about sustainable industrial development and climate change mitigation and adaptation. In addition, the Department acts as the focal point within UNIDO for all strategic energy and climate change partnerships, networks and conventions including UN-Energy, Sustainable Energy for All (SEforAll), and United Nations Framework Convention on Climate Change (UNFCCC). In discharging its responsibility, the Department cooperates with other relevant departments within UNIDO, in particular with the Department of Environment (PTC/ENV) on resource efficiency, clean technologies, chemicals and Montreal Protocol; the Department of Trade, Investment and Innovation (PTC/TII) on standards; the Department of Agri-Business (PTC/AGR) on productive uses, and the Department of Programmes, Partnerships and Field Integration (PTC/PPF) on strengthening strategic partnerships.
The Climate Technology and Innovation Division (PTC/ENE/CTI) is responsible for supporting Member States with access to and uptake of low-carbon, climate-friendly and clean energy technologies, innovations and entrepreneurship. It focuses on supporting entrepreneurship and facilitating the establishment of climate technology innovation ecosystems. In addition, the Division is responsible for enhancing the use of low-carbon technologies by industry and local communities, thereby contributing to climate mitigations and resilience in recipient countries. In discharging its responsibility, in line with the overall strategy of the Department, the Division cooperates closely with the Energy Systems and Infrastructure Division (PTC/ENE/ESI) and the Climate Policy and Partnerships Division (PTC/ENE/CPP), as well as other relevant organizational departments within UNIDO, in particular with the Department of Environment (PTC/ENV), the Department of Agri-Business (PTC/AGR) and the Department of Trade, Investment and Innovation (PTC/TII), donors such as the GEF, and other international and national institutions.
In Mozambique, the rural electrification rate reached only 27% as the extension of electricity grids has proven to be technically difficult, very costly and sometimes an inefficient solution due to the remoteness and sparse population density. The agricultural sector -one of the most important sectors of the economy- faces serious challenges in accessing electricity and other forms of modern energy forcing it to rely on expensive diesel, firewood and/or charcoal for its operations. Even though it has been estimated that Mozambique has a potential of 7 GW on renewable projects, the use of modern energy for productive uses is still very limited. As such, the United Nations Industrial Development Organization (UNIDO) as an implementing agency of the Global Environment Facility (GEF) - and the Government of Mozambique are implementing the project Towards sustainable energy for all in Mozambique: Promoting market-based dissemination of integrated renewable energy systems for productive activities in rural areas which seeks among other outcomes to demonstrate the technical feasibility and commercial viability of renewables in productive sectors including agriculture and agro-food processing industries.
Through its 3 technical components, the project will support the market-based adoption of integrated renewable energy systems (solar PV for irrigation and waste-to-energy) in small to medium-scale farms and rural agro-food processing industries in Mozambique. The components are the following:
1. Establishment of a conducive policy and regulatory environment - the project will enhance the regulatory and policy environment in order to promote the involvement of the private sector in the development of integrated RE systems for rural areas.
2. Capacity building and knowledge management- the project will improve and develop the capabilities and knowledge of market players and enablers in the RE sector including relevant government officials (national and provincial level) as well as representatives from financial institutions, private sector, universities and vocational training institutions.
3. Technology demonstration and scaling up - the project will demonstrate the technical and financial feasibility of RE technologies in agricultural activities located in rural areas, specifically: solar PV water pumping and biogas/biomass usage in agro-food processing industries through the installation of demonstration projects. The objectives of these projects, besides delivering GHG emission reductions, include generating case studies and best practices on the use of RE technologies in agro-food processing industries that have high replication potential across Mozambique. In this regard, UNIDO/GEF is offering a grant to support these demonstration projects in rural Mozambique to mitigate the high up-front costs required for such investment projects.

Approximate Duration: 1 year
- Conduct communication needs assessments for all the UNIDO-GEF projects in Mozambique and develop a communication and visibility strategy and work plan in accordance with UNIDO and GEF Communication and Visibility Manual and Guidelines;
- Design an awareness campaign to promote integrated RE systems for productive activities and to disseminate the project results among all project stakeholders, beneficiaries and relevant organizations. Ensure that at least one of the planned activities targets women in rural areas;
- Develop standardized templates for speeches, PowerPoint/other presentations by UNIDO staff to be delivered to external partners;
- Design, arrange and publish the UNIDO Mozambique e-Newsletter and disseminate widely;
- Compile, scan, convert and post documents related to the projects for uploading on website and publication of Newsletter;
- Arrange media coverage for all GEF projects events,maintain and update wide distribution lists and distribute various materials and reports, where possible using electronic formats and coordinate shipment arrangements, courier services etc;
- Maintain press archives and news clippings;
- Develop project outreach and awareness raising material, publications, manuals, booklets and mechanism for sharing information with all stakeholders on regular basis;
- In close cooperation with the training and technology transfer coordinator, ensure that the capacity building activities are well documented and the knowledge is properly captured and mainstreamed;
- Disseminate press releases of major activities of the program intervention and to develop media communication,
including drafting press briefings, their distribution to the target groups and monitor the preparation of press clippings;
- Maintain and update the projects website by preparing and uploading relevant documents and material as well as liaison with website development contractors;
- Support effective communication with all project stakeholders/ beneficiaries/ international partners and other projects coordinators;
- Develop and review the projects social media website i.e. Facebook page, Twitter and other platforms on a regular basis;
- Keep a track of all the News published, Social Media Sources and post, Print and/or Electronic of all the material which is directly or indirectly related to UNIDO and other UN organizations for management review;
- Any other related task assigned by the Project manager.

Advanced university degree in Media and Communication, Journalism, Public Relations, ICT or any other relevant subject. First level university degree or an advanced technical college diploma may be acceptable provided it is combined with a substantial number of years of professional hands-on experience that is directly relevant to the expertise required by this assignment.
