Organizational Context


The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.

Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.


The Directorate of Environment and Energy (EAE), headed by a Managing Director, aims to integrate and scale-up the energy and environment activities focusing on supporting governments and industries to provide sustainable and resilient soft and hard infrastructure for industrial development, supporting industries to contribute to climate neutral circular economy, and supporting governments and industries in fulfilling national commitments under multinational climate and environmental agreements. The Directorate consists of the Department of Environment and the Department of Energy.

The Department of Environment (EAE/ENV) contributes to ISID and the implementation of the SDGs, in particular of SDG 9, by greening existing industries and products, as well as by facilitating creation of new green industries and products, and by minimizing resource use along value chains and during the lifetime of products, facilitating uptake of circular economy practices.

The Department promotes the concept of circular economy, sustainable design of products with less materials, being easy to maintain and incorporating longevity, industrial resource efficiency to improve the effective use of natural resources including in particular materials and water; assists developing countries and countries with economies in transition to achieve the objectives of and compliance with multilateral environmental agreements; reduces the release of industrial pollutants into the environment; and improves sustainable access to water for productive uses.

The Department encourages industrial development for economic growth that is sustainable, resource efficient, beneficial to the climate, and resilient as well as protective of the natural environment and human health, and keeps workers, communities and consumers safe. Its activities serve to improve competitiveness, as well as development of and access to markets, particularly for SMEs.

The Department acts as the focal point in UNIDO for various multilateral environmental agreements and multilateral co-operation in the field of the environment: the Montreal Protocol on Substances that Deplete the Ozone Layer; the Stockholm Convention on Persistent Organic Pollutants; and the Minamata Convention on Mercury; as well as other relevant international initiatives and conventions such as the Strategic Approach to International Chemicals Management (SAICM), and multilateral co-operation in initiatives like the Partnership on Action for Green Economy (PAGE) and the Green Growth Knowledge Platform (GGKP) and the Green Industry Platform (GIP). The Department coordinates its service delivery with the services offered by other technical departments, and other relevant organizational entities of UNIDO.

This position is located under the Montreal Protocol Division (EAE/ENV/MPD), which is responsible for planning, developing and implementing activities for developing countries and countries with economies in transition to facilitate compliance with the Montreal Protocol and in particular its Kigali Amendment, and to support countries to achieve their nationally determined contributions to reduce emissions of greenhouse gases under the Paris Agreement through activities related to the Montreal Protocol and its Kigali Amendment. The services of the division are focusing in particular on transformative approaches for manufacturing in refrigeration, air conditioning and insulation foam sectors; related working fluids and chemicals; total greenhouse gas emissions caused by related products; their green design to extend their lifetime and reduce further their greenhouse gas emissions; as well as related capacity building and policy support.


PROJECT CONTEXT
Institutional Strengthening – Phase XIV & XV

The National Ozone Unit (NOU) in Mexico is considered as an integral part of the General Direction of Air Quality Management, and has full commitment with the national administration, has direct contact with the vice ministry for environmental protection, mainly in order to direct the policies, strategies and priorities for Mexico in ozone layer protection activities.

The project aims at institutional strengthening and capacity building of the SEMARNAT (Ministry of Environment)/ NOU and will ensure support to the Government in meeting its obligations under the Montreal Protocol on the substances that deplete the ozone layer.

In this context, the NOU will be assisted in monitoring and identification of the consumption and production of ozone-depleting substances and updating of national policies and regulations, with the main focus on HCFC consumption.

The NOU will monitor all project related activities, including the collection of consumption and production data and reporting as required by the Montreal Protocol and the Multilateral Fund, with a specific focus on the HCFC phase-out schedule for the Article 5 countries and the agreement between Mexico and the Executive Committee.

The NOU has successfully implemented demonstration, training, technical assistance and investment projects, which have eliminated 98% of the ozone-depleting substances used in the country: chlorofluorocarbons, methyl bromide, carbon tetrachloride and halons, and thus, are successfully fulfilling their commitments to the Montreal Protocol. Currently, progress is being made on the elimination of the consumption of HCFCs, in the monitoring of the consumption of methyl bromide for quarantine treatments, as well as on the reduction of the production and consumption of hydrofluorocarbons, substances that do not damage the ozone layer, but which have a high potential for global warming.

In order to address the outstanding tasks and new commitments to the Montreal Protocol, as well as to comply with national and international guidelines applicable to project development, it is considered relevant to promote the strengthening of the NOU, through operational monitoring of activities, documentation and dissemination of projects, gender equality and training of staff in technical aspects and in the implementation of environmental projects with international funding.

Institutional strengthening actions will also aim to make more efficient the link between the national government and the implementing agency.

The technical expert will work at the NOU located at SEMARNAT and is expected to provide technical services to SEMARNAT and UNIDO and to contribute to the utmost efficiency and productivity of the HFC phase-down projects. S/he will closely coordinate the activities with the Coordinator, the National Ozone Officer (NOO) and colleagues in the NOU at SEMARNAT and UNIDO.

Main Functions


She/He will be expected to:

1. Technical analysis
- Research relevant sector/enterprises that utilize HCFCs and HFCs, identifies technologies, applications and end-users (including gender aware dimensions)
- Conduct a periodical review of the MOP, ExCom decisions and TEAP documents, particularly those related to the portfolio in execution and development in the period 2021-2023
- Provide technical inputs to all colleagues in the NOU
- Participate in national technical working groups and forums

Outputs to be achieved:
- Provides technical inputs to the Coordinator and NOO as required.
- Produces periodical reports provided to NOO and SEMARNAT as required.
- General support in the activities required by the NOO.

2. Technical execution
- Supports the project coordinators in the HCFC/HFC projects on behalf of the implementing agencies involved:
- HCFC phase down management plan
- Imbera/Fersa project conversion project
- Mabe conversion project
- HFC-23 destruction at Quimobasicos
- GIZ capacity building on HC
- Other projects that would be developed

Activities include and are not limited to:
- Engaging stakeholders (firms, suppliers, experts) in technical conversion and or upgrade projects
- Revising project documents that define the technical scope of projects
- Producing technical specifications for the procurement of equipment under the projects
- Elaborating job description for sectoral experts associated to projects
- Participate in procurement of technical equipment or consultancy services processes, when required by the UNIDO Project Manager. S/he will conduct the technical evaluation of offers
- Conducting site visits to monitor the execution of engineering projects (capital investment and/or operational improvements)
- Providing guidance and support the coordinator in monitoring the execution of activities from external consultants or firms
- Reviewing of technical reports from sectoral experts

Outputs to be achieved:
- The projects are executed within the timeframe and institutional agreements in place and are technically sound.

Reporting: The consultant will be under the direct supervision of the Coordinator and of the National Ozone Officer (NOO) of Mexico, in coordination with the UNIDO Project Manager.
In line with UNIDO and donor requirements and templates, the consultant will have to prepare and submit the following reports and documents:

Reports
- Provide periodical updates to the NOU
- Contribute to the preparation of progress reports to the donor,
- Produce Back to Office Mission report (BTOMR) for each travel conducted under the project
- At the conclusion of the assignment the consultant shall submit a final report comprising of a summary of activities carried out with attached all deliverables prepared within the scope of his/her assignment

The final report and related documents must be in English, presented in electronic format and submitted to the UNIDO project manager.

Minimum Requirements



Education

Advanced University degree in chemical/mechanical/refrigeration engineering or related is required.


Languages

Fluency in written and spoken English and Spanish is required.


Field of Expertise

- A minimum of three (3) years of experience in the refrigerant and refrigeration sector management in refrigeration technologies in process engineering positions is required
- Experience of on-site commission of engineering project and/or installation is required
- A specialization in refrigeration technologies is desirable
- Experience of involving in the climate change policy agenda, related to the Montreal Protocol is desirable
